Bartow County (Owner) is requesting Bids for the construction of the following Project:
Bartow County - Cassville-White Rd Ph II P.I. NO. 0015145
Bids for the construction of the Project will be received at the Bartow County Commissioner's Office
located at 135 West Cherokee Avenue, Cartersville, GA 30120, Suite 251 until August 28th, 3:00 P.M
at local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The project consists of the widening of the existing two-lane Cass-White Rd to a four-lane divided
highway with a 24-foot-wide concrete raised median. The project begins just east of the I-75 / Cass-
White Rd interchange and extends just east of the Great Valley Parkway / Cass-White Rd
intersection which will be converted into a roundabout. The project also consists of bike lanes and
sidewalks. The project has a total length of 1.594 miles.

Performance and Payment Bonds are required per Georgia Department of Transportation Section 103.05.
Bid security shall be submitted with each bid in the amount of 5 percent of the total bid amount. No bid may
be withdrawn for a period of 90 calendar days after opening of bids. Owner reserves the right to reject any and
all bids and to waive informalities and irregularities.
Bidders submitting a bid $2,000,000 or less must be either a prequalified contractor or a registered
subcontractor with Georgia Department of Transportation. Bidders submitting bids in excess of $2,000,000
must be prequalified with Georgia Department of Transportation.
A pre-bid conference will be held at the Bartow County Commissioner's Meeting Room at 135 West
Cherokee Avenue, Cartersville, GA 30120 August 14, 2026 at 2:00 pm.
If the Contract is awarded, it will be awarded to the lowest reliable bidder whose proposal shall have met
all the prescribed requirements.
Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work
within the Contract Time of 913 calendar days. Owner shall make progress payments on account of the

Contract Price on the basis of Contractor's Applications for Payment submitted once per month as provided
in the General Conditions.
The DBE goal for this project is 0%.
The Georgia Department of Transportation Standard Specifications Construction of Transportation Systems,
2021 Edition, and applicable special provisions and supplemental specifications apply to the contract.
Bartow County in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC
2000d-42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of
the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that
in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded
full opportunity to submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color, sex, or national origin in consideration for an award.
