INTRODUCTION
The Kent County Purchasing Division is soliciting bids for Residential LEAD Reduction Services located at
1732 Martindale Ave SW, Wyoming, MI 49509.
This solicitation includes lead-based paint activities and requires lead safe work practices. To perform
lead abatement work in Michigan, professionals must hold a Lead Abatement Firm certification. Each
firm must employ at least one Lead Abatement Supervisor and as many Lead Abatement Workers as
necessary. Respondent must submit verification of active State of Michigan Lead Abatement Firm
certification with response to this solicitation to be considered.
The attached Lead Inspection and Risk Assessment (LIRA) Report identifies known lead-based paint
hazards associated with this property. The attached Work Write-Up specifies which lead-based paint
hazards are to be addressed for this project, and prescribes the use of abatement methods, interim
controls, or a combination of both. A lead clearance examination is required for impacted work area(s)
following completion of lead-based paint activities to determine that lead-based paint activities are
complete and that no settled dust-lead hazards or soil-lead hazards, if applicable, exist in the work area.
Clearance examination to be performed by the third-party that completed the LIRA. This project may
not address all lead-based paint hazards identified on the LIRA.
A lead abatement firm conducting lead-based paint abatement in Michigan must notify the Michigan
Department of Health and Human Services (MDHHS) of that activity not less than three (3) business days
prior to start of the work using the MDHHS Notification of Lead Abatement Activity form found at:
https://www.michigan.gov/mileadsafe/professionals/resources. A copy of this form must also be
submitted to Kent County immediately after submission to MDHHS. *This form is not required for
projects completed using only interim controls.

For lead abatement projects, the following documents are required to remain on-site throughout the
duration of the project:
* Lead Inspection and Risk Assessment (LIRA) Report
* Work Write-Up (Scope of Work) and any approved change orders
* Occupant Protection Plan, as approved by Kent County prior to activity
BID OPENING
The sealed submissions will be publicly opened and read aloud by the Kent County Purchasing Division.
Kent County Purchasing Division will conduct public openings via teleconference. Click here to join the

SCOPE
Dimensions, if furnished, are for general reference only and should be verified by Respondent.
Kent County will award and contract for the goods and services in this Solicitation in an efficient and
timely manner. In no event will notification of award be more than 45 days from the date of submission.
The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County
Purchasing Division website are incorporated by reference and shall be deemed to have the same force
and effect as if fully set forth herein.

A mandatory pre-submission conference is scheduled for this Solicitation. Attendee should arrive a
minimum of 5 minutes before the conference scheduled date and time to sign-in. Attendee will not be
allowed to sign in after the conference has commenced at mandatory meetings and is disqualified
from participating in this Solicitation.
The conference provides equal opportunity to seek clarifications and inspect the location (if applicable).
Attendee shall have fully reviewed all Solicitation documents and correspondence prior to the
conference. Attendee is responsible for taking meeting notes and shall be an employee or authorized
reseller of the Respondent with requisite knowledge, skill, and abilities to participate.

LICENSING AND CODE COMPLIANCE
All materials and methods of construction related to work performed on this project must comply with
locally adopted code requirements and must meet with the approval of local code enforcement officials.
Contractor shall obtain, pay for and post on site all permits and licenses necessary to complete this
project. Contractor and subcontractors must have current Michigan Residential Builders License, trade
specific license or certifications as required by the State, County and/or local government. A copy of
contractor license(s) and/or certifications necessary to complete this project to be provided with Bid
Response or previously on file with Kent County to be considered.
REDUCTION OF LEAD HAZARDS CONTRACT ADENDUM
Respondent must sign and return with Bid Proposal the Reduction of Lead Hazards Contract Addendum
(Appendix A) to acknowledge their obligations related to lead-based paint activities.
CONTRACTING WITH SMALL BUSINESSES, MINORITY BUSINESSES, WOMEN'S BUSINESS ENTERPRISES,
VETERAN-OWNED BUSINESSES, AND LABOR SURPLUS AREA FIRMS
Bidders are encouraged to establish delivery schedules and divide total requirements, when
economically feasible, into smaller tasks or quantities to permit maximum participation by small
businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor
surplus area firms. 2CFR 200.321. Kent County encourages bidders to use small business associations,
minority business development groups, and local organizations when soliciting potential subcontractors
for this project.
FEDERAL SYSTEM FOR AWARD MANAGEMENT (SAM)
Each Contractor and sub-contractor(s) shall maintain an active Unique Entity ID (UEID) with the Federal
SAM registry (https://www.sam.gov) at all times during the project. Contractor must provide list of all
sub-contractors, contact details, and active UEID to Kent County following award. Contractor must
provide proof contract has initiated or completed the registration of the assigned UEID within seven (7)
days of Bid closing. If sufficient proof is not received within seven (7) days of Bid closing, Kent County
may deem Contractor's bid Non-Responsive. Projects will not be awarded until UEID registration is
complete.
PROJECT SIGNAGE
A project sign is to be installed in a prominent and accessible location at the project work site to inform
the public of project activity. The project sign is to be maintained in good condition throughout the
entire construction period. Format and size requirements are to be provided by Kent County. (See
Appendix B - Project Sign)
MATERIAL AND WORKMANSHIP WARRANTY REQUIREMENTS
Materials installed and work performed shall have a minimum one-year Respondent warranty from the
date of final acceptance of the work by the Homeowner and Kent County. In addition, all
equipment/materials shall consist of the original manufacturer warranty which shall be transferred to
the Homeowner upon final acceptance. Warranties shall include, at minimum, warranties against
defects in design, materials, and workmanship. Labor and shipping costs for the replacement of
defective material will be borne by the Respondent for the duration of the warranty period. The

Respondent agrees that, regardless of statements to the contrary, he/she will not disclaim either the
warranty of merchantability or the warranty of fitness for a particular purpose.
FUNDING SOURCE
This Project may be funded, in whole or in part, by funds received through a federal grant requiring
compliance with the Federal Uniform Guidance rules in 2 CFR Part 200. Respondent shall warrant and
certify that, in the performance of the resultant agreement, it has complied with or will comply with all
applicable statutes, rules, regulations and orders of the United States, including laws and regulations
pertaining to labor, wages, hours and other conditions of employment. Contract requirements include,

INSURANCE
Respondent shall procure and maintain insurance that complies with County of Kent Insurance
Requirements listed at: https://www.kentcountymi.gov/DocumentCenter/View/1551/Insurance-

Kent County further requires Respondent procure and obtain Environmental/Pollution Liability as set
forth below:
Environmental/Pollution Liability - Coverage for all pollution and environmental including lead hazard
control work, with Contractor's Pollution Liability and Pollution Legal Liability coverage, where
applicable, with limits of liability not less than $1,000,000 per occurrence and aggregate. Coverage shall
include, but not limited to, loading/unloading, transportation, storage, and removal of all hazardous
waste/material. If this policy is claims made form, then the contractor shall be required to keep the
policy in force, or purchase "tail" coverage, for a minimum of 3 years after the termination of this
contract. The Kent County shall be named as additional insured, by way of endorsement, on said
coverage.
REFERENCES
Provide 3 references of current/past customers who can verify the quality of products and/or services of
similar size and scope your company provides. References may not include any current/past Kent County
employees.

Complete submissions must be received in the Kent County Purchasing Division on or before the due
date/time specified by the designated clock (local time). Late, faxed, or emailed responses will NOT be
considered.

The time required to upload a submission may vary. Respondent assumes all risks associated with
electronic submission, including all technological difficulties, and deems the County and its service
provider harmless and without fault. Successful electronic submissions are confirmed via Respondent's

Submissions that deviate from the Solicitation specifications will only be considered if the deviations are
clearly detailed and noted within the submission. In case of a dispute regarding the true intent and
meaning of the specifications, Kent County's interpretation will prevail. When a Solicitation states no
alternates, no deviations are permitted.
Kent County is not liable for cost incurred prior to award. A submission shall constitute an irrevocable
offer for a period of 45 days from the due date/time. In the event the notification of award is not made
within 45 days from the due date/time, the Respondent may withdraw or provide a written extension of
their submission.
Submissions may only be withdrawn by written request if the request is received before the due
date/time. Withdrawals after opening shall be subject to Kent County Fiscal Policy - Centralized
Purchasing 5(i)(2).
