The Defense Health Agency solicits contract services to support transformation current disparate data management and governance into a unified, secure, intelligent, and compliant ecosystem without centralizing data into a single platform. The objective is to establish and implement a comprehensive framework that supports enhanced operational effectiveness, decision-making, and the adoption of advanced technologies, while upholding high standards of data quality, privacy, and regulatory adherence.



To that end, the requirement under this solicitation focuses on achieving a comprehensive inventory of DHA data assets; defining of governance, testing and evaluation procedures; and validating a federated data model using a data mesh or visualization layer. Offerors will propose a technical approach and define tasks to achieve ten objectives of the Statement of Objectives. The base effort includes Objectives 1 through 6 and 10, with Objectives 7, 8 and 9 structured as options. Anticipated period of performance is 12 months.
