SCOPE OF WORK:
This will be for the purpose of performing slab replacement projects and storm structure replacements across the
airfield - Primarily the terminal ramp. This is a Task Order based on-call contract. Assignment of Work and execution
of Task Orders shall follow the process set forth herein. The contractor shall furnish all supervision, labor, materials,
machinery, tools, equipment and services, and perform and complete all work in an efficient and workmanlike
manner and in accordance with the terms of the Contract.
TASK ORDER PROCESS. This is a Task Order based on-call contract. Assignment of Work and execution of Task Orders
shall follow the process set forth in this contract and section.
A. Standard Task Order Process. Task Orders will be assigned and executed using the Task Order Form set forth
in Section IV. I. below. Upon receipt of a proposed Task Order, the Contractor shall provide the required
information on the Task Order Form and DBE Form and return the form to CLT as quickly as
reasonably possible. In the event that it will require more than seven (7) business days to return the forms,
the Contractor shall notify the CLT Project Manager of that fact and the context of why.

Upon return of the forms with the required information from the Contractor, CLT will review and then notify and
present the Contractor with the final Task Order form for execution and for the Work to begin at the appropriate
time. If it becomes necessary to add or subtract work from the Task during the performance of the Work, the Task
Order form shall be amended to document and reflect those changes in Work and costs.
B. Emergency Task Order Process. Emergency Task Order will be initiated via a direct communication from CLT
to the Contractor that will function as a Notice to Proceed. In such case the Contractor will mobilize and
begin work immediately and in no event shall Work begin later that 24 hours after the Notice to Proceed.
The Task Order Form process shall be followed in tandem with the Work proceeding. In the event that the final costs
and schedule cannot be reasonably agreed upon, payment will follow the Contract Force Account method utilizing
Unit Prices established in the contract to the greatest extent possible.
Bidders may obtain the complete Project Manual, including all plans, drawings, specifications and addenda ("Bid
Documents") beginning August 19, 2026, from the Bid Portal. Bidders may access the bid portal via the Bid Portal

Title VI Solicitation Notice (A5.3.1): The Owner, in accordance with the provisions of Title VI of the Civil Rights Act
of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4), 28 CFR 50.3, and 49 CFR Part 21, hereby notifies all bidders
that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be
afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the
grounds of the owner's race, color, national origin, sex, creed, age, or disability in consideration for an award.
Attempts to Influence the Selection Process
Except for clarifying written questions sent to the ITB Manager, all Bidders, including all persons acting on their
behalf, are strictly prohibited from contacting City staff on or regarding any matter relating to this ITB from the time
the ITB is issued until the intent to award is communicated to Bidders. CLT reserves the right to disqualify any
Bidder who contacts a City staff concerning this ITB other than in accordance with this ITB.

during the bid period of August 19, 2026, through September 17, 2026.
