ADVERTISEMENT FOR BIDS
WINSTON-SALEM / FORSYTH COUNTY UTILITIES
Pursuant to N.C.G.S. 143-128 and 129, sealed bid proposals endorsed "Washington Park
Neighborhood Sewer Rehabilitation, FB2748" will be received by City/County Purchasing, 101 N.
Main Street, Winston-Salem, NC 27101 until 2:00 pm, September 17, 2026, at which time all bids will
be publicly opened and read aloud in City Hall Room 16. The City reserves the right to reject all bids
or any portion of any bid they deem necessary for the best interest of the City, to accept any item or
group of items unless qualified by the bidder, to acquire additional quantities at the prices quoted on the
Bid Form. Should less than two bids be received, the project will have to be re-advertised.
Contractors must be properly licensed as required by Chapter 87 of the North Carolina General Statutes
- at time of bid opening - to perform the work described herein as the general contractor and must have
the proper licensing governing their respective trades. A 5% Bid Bond will be required at time of opening
bids. 100% Performance & Payment Bonds will be required of the awarded contractor.
The scope of work includes, but is not limited to, the rehabilitation of the existing gravity sewer system
within the Washington Park Neighborhood through a combination of cured-in-place pipe (CIPP) lining,
pipe bursting, pipe patching, and open cut point repairs at identified defect locations. Work also includes
manhole rehabilitation, maintenance of sewer service during construction via bypass pumping, and
restoration of disturbed areas such as pavement, road shoulders, and adjacent property. Additional work
includes traffic control, erosion and sedimentation control, utility coordination, and all incidental work
necessary to complete the rehabilitation of gravity sewer and associated structures throughout the project
area.
A non-mandatory virtual pre-bid conference will be held at 1:30 PM, September 1, 2026, to
