AAWWTP FINAL CLARIFIER #1 RESURFACING

REQUEST FOR PROPOSALS

The City of Aberdeen (City) will receive bids for resurfacing of the existing Final Clarifier #1
(FC1) located at its Advanced Wastewater Treatment Plant (AWWTP). The scope of this
project requires a qualified trade professional to furnish and apply materials necessary to
resurface clarifier components, according to manufacturer specifications and perform additional
tasks specific to the project in accordance with the Contract Documents.

A pre-bid meeting is scheduled for JUNE 25, 2026 at 12:00 noon local time, at the City
AWWTP at 361 Michaels Lane in Aberdeen MD 21001. Bidders will be given the opportunity at
that time to review and discuss the project requirements as well as any existing information
available from the City.
Bidding documents are available online free of charge at
www.aberdeenmd.gov . Online registration is required. Any inquiries should be made to Shawn
Brogan, Procurement Officer, at sbrogan@aberdeenmd.gov , no later than 4:00 PM local time
on July 9, 2026.

All bids must be sealed and plainly marked with “26-06 AAWWTP FINAL CLARIFIER #1 -
RESURFACING” including bidder information, and be delivered to City Hall, 60 N. Parke St.,
Aberdeen, Maryland 21001, no later than 12:00PM on JULY 16, 2026. Please note the new
requirements for valid bid submissions on the Bid Form included with the 26-06 Bid Package.
No announcement of award, if any, will be made until the Bids have been evaluated by the City.
Notice-of-Award, if any, will be given to the successful Bidder in writing. The City of Aberdeen
reserves the right to reject any or all Bids and to make an award, if any, that in their opinion
will best suit the needs of the City of Aberdeen.

All Bids shall be submitted (typed or written in ink) on the enclosed Bid Forms. Bids made in
any other manner than the enclosed Bid Form will not be considered. Changes in phraseology,
attachments, additions or limiting provisions will render the Bid informal and may cause its
rejection.

Any award to the successful bidder is at the discretion of the City and shall be awarded based
on funds available. If the successful Bidder shall fail to execute the contract within thirty (30)
calendar days from Notice-Of-Award, the award may be annulled, and the contract awarded to
the second lowest responsible Bidder and such Bidder shall fulfill every stipulation embraced
herein as if he were the original party to whom the award was made, or the City of Aberdeen
may reject any or all Bids as its interest may require.

Bidders should take note of the special provision regarding the cost for City inspection services
for other than normal work hours.

Bidders should take note of general provisions regarding Contract completion date, and
Liquidated Damages.

Bidders should take note of bid submission stipulations noted on Bid Form Line1. Failure to
satisfy these requirements shall render the bid informal and result in its rejection.

A performance bond and a payment bond in the amount of 100% of the contract price,
certificate of insurance from the Bidder’s insurance carrier and a W-9 are required within ten
(10) calendar days from notice-of-award.

A bid bond or a certified check in the amount of five (5%) percent of the Bid amount is required
with the submission of a Bid. The Owner will return the bonds of all except the three (3) lowest
responsible Bidders. The bonds of the two remaining lowest responsible Bidders will be
retained until the Contract Agreement has been executed, after which the bid bonds will be
returned.

A pre-construction meeting will be held with the successful Bidder after a Bid award is made.
The notice to proceed will be established at this pre-construction meeting as well as a project
completion timeline.
