Notice to Bidders: Sealed bids subject to the conditions and provisions presented herein will be received until 2:00
P.M. prevailing central time, May 12th, 2026, and then publicly opened and read at City Hall, 602 South Main
Street, 4th Floor, Joplin, Missouri 64801, for furnishing all labor, materials, equipment and performing all work
necessary to complete the above referenced project, IIJA Project Number: 3-29-0037-064-2026, AIP Project Number:
3-29-0037-065-2026
Bid Guarantee: Each bidder must furnish a bid guarantee equivalent to 5% of the total bid amount including alternate
bid items. This may be in the form of a bid bond or a certified check payable to the City of Joplin, Missouri. A bid
guarantee provides assurance to the sponsor that the prospective bidder will honor its submitted bid and will execute a
contract if selected as the successful bidder.
Bid Documents: Bidders may obtain complete sets of bidding documents in electronic format from CRAWFORD,
MURPHY & TILLY, INC.; Gateway Tower; One S. Memorial Drive, Suite 500; St. Louis, MO 63102, and be
included on the plan holder list by calling Heidi at 314-436-5500.
Bidders submitting a bid as a prime bidder must be on the plan holder list for their bid to be responsive. The plan
holder list compiled by CMT will be used to distribute addenda. Prime bidders are encouraged to contact CMT to
verify they are on the plan holder list. No bid will be considered unless the Bidder is on the official plan holder list
held by the Engineer.
Hard copy plans may be obtained for a non-refundable fee of $150.00.
Site Visit and Questions: Site visits will be held on April 29th, 2026, in concurrence with the Prebid that is scheduled
for the same day. Question regarding bids shall be directed to Jeff Plake, Project Manager at CRAWFORD

Prebid Meeting: A non-mandatory prebid conference for this project will be held at 1:00 P.M. prevailing Central
Time, April 29, 2026, at the Community Room at the General Aviation Terminal, Joplin Regional Airport, 5501
Dennis Weaver Drive, Webb City, MO 64870.

Award of Contract: The City of Joplin, MO (Owner) has established a contract performance time of One Hundred
Twenty (120) calendar days from the date of the Notice-to-Proceed, this includes all phases of the project called out.
Prospective bidders are advised; the award of the contract is contingent upon Owner approval and receipt of a federal
grant from the Federal Aviation Administration.
FEDERAL PROVISIONS
The Contractor must comply with the wage, labor requirements, and pay prevailing wages per the schedule of wage
rates established by the United States Department of Labor and the State of Missouri and comply with the federal
