HHS for Housing and Homeless Legal Services

Project Description: The purpose of this Request for Proposals (RFP) is to identify and contract with a qualified legal services provider to deliver housing-related legal assistance to Montgomery County residents who are experiencing homelessness, at risk of homelessness, or otherwise facing housing instability. Through this procurement, Montgomery County seeks to expand access to legal advocacy, representation, consultation, education, and other housing-focused legal services that help prevent displacement, preserve tenancies, remove barriers to housing, and promote long-term housing stability for vulnerable households.
The selected provider will serve as a key partner in Montgomery County’s broader homelessness prevention and housing stability system, providing legal services through referrals from the Office of Housing and Community Development (OHCD), the Your Way Home Continuum of Care, and other contracted housing and homelessness service providers. A central component of this contract is the provision of legal services through the Eviction Prevention & Intervention Coalition (EPIC), including on-site legal assistance in participating Magisterial District Courts and close coordination with the contracted EPIC social service provider, currently the YWCA Tri-County Area. The County seeks a provider capable of delivering responsive, client-centered legal services while collaborating effectively with OHCD, community partners, court personnel, and housing service providers to help residents avoid eviction, resolve housing-related legal issues, and maintain or obtain safe and stable housing.
