INVITATION TO BID: CONCRETE
You are hereby notified that the City of Glasgow/Glasgow Department of Public Works is receiving
sealed bids to competitively acquire Concrete.
Bid prices are for Fiscal Year July 1, 2026, through June 30, 2027.
Bid packets may be printed from our website https://cityofglasgow.gov/bidding-procurement/ or
obtained at Glasgow City Hall, Office of the Mayor, 126 East Public Square, Glasgow, KY 42141,
Monday through Friday, 7:30 a.m. to 4:30 p.m. CDT.
All bid proposals should be submitted to Glasgow City Hall, Office of the Mayor, 126 East Public
Square, Glasgow, KY 42141 by or before bid opening on Wednesday, June 3, 2026. Bids will be
opened and evaluated by the City of Glasgow at the following times:
Concrete: Wednesday, June 3, 2026, at 2:00 p.m. Central Time
Bids should be enclosed in an envelope clearly marked with: “Name of Project, Date and Time of
Bid Opening, Name of Bidder.”
The City of Glasgow – Department of Public Works reserves the right to reject any and all bids or
to waive any formalities in the bidding process. Pursuant to KRS 45A.080 (2) Award of the bid
shall be made on the basis of best value.

UNIT BID PROPOSAL
The attached proposal is hereby made to the City of Glasgow, Kentucky, by:
The undersigned hereby proposes and agrees to furnish the City of Glasgow, Kentucky,
with concrete for sidewalk, curb, and gutter, and street construction in accordance with the
specification and at the rates shown on the attached bid proposal sheet.
All bid proposals should be submitted at Glasgow City Hall, Office of the Mayor, 126 East Public
Square, Glasgow, KY 42141 by or before Wednesday, June 3, 2026, at 2:00 p.m. Central Time
The bidder understands that this proposal is submitted subject to the following conditions:
1. By submitting this bid, Contractor agrees to furnish concrete for use by the City.
2. The bid is for Fiscal Year July 1, 2026, through June 30, 2027.
3. The Contract will be awarded to the responsible bidder submitting the lowest evaluated
bid that complies with the specifications.
4. The City reserves the right to reject any and all bids or waive any informality or
technicality in any Proposal in the interest of the City.
5. By submitting this bid, the contractor agrees to furnish concrete for use by the City of
Glasgow within two (2) hours upon notification.

In compliance with the above, the undersigned offers and agrees, if this bid is accepted, to
furnish any and all of the items upon which prices are quoted, at the price set opposite each
item, delivered at the designated point(s) within the time specified in the schedule. Items on
bid are exempt from federal excise tax and Kentucky sales and use tax.
The title shall be passed to the City upon actual receipt and acceptance of the items. In the
event there is a discrepancy between the unit price and the extended price, the unit price shall
govern.

Specifications for Concrete Sidewalk and Curb

Concrete Design
Concrete should be 3,500 psi in 28-day compressive strength; 517 lbs of cement per cu yard
minimum; W/C ratio, 0.46 max. Class C fly ash substitution up to 20% of total cement weight is allowed.
Concrete in high traffic areas should be 4,000 psi in 28-day compressive strength; 564 lbs. of
cement per cu yd minimum; W/C ratio, 0.40 max.
Admixtures
4% to 6% entrained air for a maximum ¾ aggregate.
Slump Limits
Not less than 2”, but not to exceed 4.”

ANSI /ASTM C150, TYPE 1, unless otherwise acceptable to the engineer.

Accelerators
A low chloride accelerator may be used as directed by the engineer.
Reinforcing
Fiber should be ¾” minimum in length and be applied at a rate of 1.5 lbs per cu yard.
