Tree Removal Services
Introduction
The City of Laconia Department of Public Works is seeking a professional tree service company to
provide on-call tree removal and trimming services, as needed, including removal of hazardous trees
along city streets and sidewalks.
Interested firms are encouraged to submit two (2) copies of their proposals. Proposals must be delivered
to the City of Laconia Finance Office, Attention: Purchasing, 45 Beacon Street East, Laconia, NH
03246, by 2:30 p.m. on Monday, September 21, 2026. Postmarks and other timestamps will not be
accepted in lieu of actual delivery. Emailed proposals will not be accepted. Submissions must include
the company's identification and be clearly labeled "RFP No. 26-08-20P - Tree Removal Services."
Late submissions will not be accepted.
Interested contractors are invited to submit proposals for a one (1) year agreement, with the potential for
annual extensions for up to three (3) consecutive one (1) year terms, contingent upon mutual agreement
between the City and the selected contractor. Contractors should include their qualifications, relevant
experience, and a detailed cost breakdown.
The contract year will begin on the date the City issues the award letter to the selected contractor. The
City anticipates issuing the award letter promptly after reviewing all proposal submissions.
The City of Laconia reserves the right to accept or reject any or all proposals, in whole or in part, to
waive any formalities in the submission process, and to select the proposal that is deemed to be in the
best interest of the City. The City may cancel this request for proposals at any time and for any reason.
Failure to submit all required information may result in disqualification.
Questions and Addenda
All questions regarding this RFP must be submitted in writing via email no later than 4:00 PM on
Tuesday, September 8, 2026, to kbullerwell@laconianh.gov.
Responses to questions and any resulting addenda will be posted on the City of Laconia website at
https:/ /www.laconianh.gov/Bids.aspx no later than Friday, September 11, 2026.
It is the responsibility of all proposers to check the website for issued addenda prior to submission.

Proposals must provide hourly fees for the following services.
1. Bucket Truck Crew consisting of the following:

* Foreman
2. Crane Truck Crew consists of the following:
* Crane
* Operator
* Climber
* Groundmen
* Chipper
* Foreman
3. Log Truck
Minimum Equipment Requirements
* 28 Ton Crane with 150' Reach
* 18" Capacity Chipper
Performance Requirements
1. All debris is to be cleaned up and removed the same day tree work is completed.
2. Stumps left flush to the ground.
o In winter conditions, shoveling may be required to get stumps flush to the ground.
3. Sections of trees will NOT be permitted to be dropped on pavement or curbing.
All work shall comply with applicable Department of Labor and OSHA requirements. The contractor is
responsible for adhering to applicable ANSI safety standards, including standards relevant to tree care
operations.
Insurance
The selected firm will be expected to provide a certificate of insurance satisfactory to the City of
Laconia for General Liability, Auto and Workers Compensation. Acceptable limits are $1m
General Liability, with a $2m General Aggregate. The City must be named on certificates of
Insurance as an Additional Insured. EHAP Certification is required for at least one crew member
present for work near utilities. Proof of certification is required.

Proposal Requirements
1. A brief description of the firm and its related experience in similar projects including
appropriate summaries of projects.
2. A minimum of two (2) references, with contract information, from customers who have
contracted similar services.
3. Proposal Price Sheet (attached)
4. Signed and completed forms including: Terms and conditions, non-collusion, exclusion
form and Tax ID.
Selection and Evaluation Criteria
After receipt of proposals, the City will evaluate each responsive proposal using the criteria
listed below:
1. Qualifications and relevant experience of the vendor in providing similar tree removal
and trimming services.
2. Reputation and demonstrated performance of the vendor, based on references and past
work.
3. Proposed costs and overall value to the City.
Each evaluation criterion will be rated on a scale of one (1) to five (5), with five (5) representing
the highest rating. The maximum total score is fifteen (15) points. The City intends to select the
highest-ranked responsive and responsible vendor. If the City is unable to reach an agreement
with that vendor, it may negotiate with the next highest-ranked vendor and continue in order of
ranking until an acceptable agreement is executed, or the City elects to cancel or resolicit the
RFP.

Unless specifically amended or deleted by the Purchasing Office, the following General Terms and Conditions apply to this RFP and any resulting
Purchase Order or Contract.
GENERAL TERMS AND CONITIONS:
RFP'S. Proposals must be received at the Purchasing Office before contract or order, representatives of the City of Laconia shall incur
