SECTION 1 - STATEMENT OF WORK
Request for Proposal
Project/Service Summary
The Spokane Airport Board (hereinafter the “Airport”) is soliciting Proposals from
qualified professional firms (hereinafter “Proposers”) to provide Landside Snow Removal
Services for Airport surface parking lots, Rental Car Ready/Return Area (hereinafter “RAC”),
Quick Turn Around Facility (hereinafter “QTA”), Airport roadways, sidewalks, and at other
specified locations at Spokane International Airport, (hereinafter “SIA”).The Airport reserves the
right to award a contract to provide all or a portion of the Landside Snow Removal Services, in its
sole discretion.
Budget and Funding Source(s)
The work to be performed is funded through the Airport operating budget.
Schedule (post award)
The Airport intends to execute a service contract for a term of one (1) years beginning on
October 1, 2026, and ending September 30, 2027, with four (4) optional 1-year term extensions,
at the sole discretion of the Airport.
Project/Service Location
Various outdoor locations at Spokane International Airport, 9000 West Airport Drive, Spokane,
WA 99224
Scope of Work
To provide snow and ice management services for the Airport parking facilities that remain
operational and occupied during winter weather events. Work shall include plowing snow, snow
removal, and may include granular de-icing to the Airport’s 3,000,000 +/- square feet of
parking and 250,000 +/- linear feet of roadway. Services shall maintain safe vehicle and
pedestrian access while minimizing disruption to customers and facility operations.
STAFFING
The Proposer shall supply sufficient manpower and equipment during snow removal to keep
all areas open for safe vehicular and pedestrian movement.
• The Proposer shall designate a dedicated supervisor or lead staff member to monitor
and assess conditions, equipment, and operator actions. The designated individual
will keep Airport Staff apprised on an hourly basis.
• The Proposer shall have sufficient supervision, staff, and equipment to complete two
(2) consecutive twelve (12) hour shifts.
• The awarded Proposer shall be available to perform services twenty-four (24) hours
seven (7) days a week including Holidays in accordance with the Scope of Work.
RESPONSE TIME REQUIREMENTS
It is understood the Proposer shall be on call on call on twenty-four (24) hour dispatch
capabilities. Airport Staff shall determine when pretreating services and/or snow removal

services are required. The Proposer must be on the premises and providing said services no
later than ninety minutes (90) minutes from being notified by Airport Staff. Failure to
be on the premises within the designated ninety (90) minutes shall result in liquidated
damages being assessed against the Proposer.
COMMUNICATION
Proposers are required to ensure all of Proposer’s supervisors or lead staff members have
the ability to always communicate with Airport Staff. Proposer is required to provide
communication equipment that will be utilized during this contract.
EQUIPMENT REQUIREMENTS
• The Proposer shall furnish with each separate piece of equipment capable, licensed
drivers in sufficient numbers to operate the equipment efficiently.
• The equipment will be fully registered, insured, and capable of being legally
operated under all Washington State and Federal vehicle regulations.
• All vehicles used for snow removal must have the proper lights and warning signals
(yellow beacons) according to OSHA and WSDOT regulations.
• A listing of all equipment shall be submitted with the proposal package.
• The Proposer shall supply three (3) additional personnel to perform hand shoveling
work at the direction of the Airport Staff as needed.

EQUIPMENT STAGING
A dedicated equipment staging area, equipped with power outlets, will be provided to the
Proposer. All critical equipment required shall be staged at the Airport in the designated
area from October 15th to April 15th for each contract year.
SNOW REMOVAL LOCATION
• Airport Parking lots, Rental Car Center/Quick Turn Around (RAC/QTA), and
other common use areas and roadways (as assigned)

SNOW STORAGE & HAULING
Proposer is required, at all times, to maintain a minimum of a ten (10) foot separation
between the Airport’s Security fence, parked vehicles when stacking snow.

PROPERTY DAMAGE
Request for Proposal
All damages, such as harm to curbs, fence fabric, fence posts, hydrants, lights bases,
landscape, shrubs, sprinkler systems, street signs, structures, trees, or any other part of the
SIA property, must be repaired by Proposer within one (1) month after the end of the
season, which is April 15th of each contract year. All repairs must be inspected and
approved by Airport Staff before final payment is made.
OTHER
Follow up plowing and clean up may be necessary when the premises have been
completed and/or after previously parked vehicles have been removed. Airport Staff will
determine whether follow-up plowing is needed.
SECTION 2 - PROPOSAL REQUIREMENTS
Pre-Proposal Meeting and Site Visit
A non-mandatory informational in-person and virtual meeting is scheduled for 12:00 p.m.
(PST) on Tuesday, July 21, 2026, at the Executive Conference Room (ECC) at Spokane
International Airport, located at 9000 W. Airport Dr., Spokane, WA 99224. (The building is
located across the street from A/B Baggage claim, next to the down helix of garage).

Optional non-binding site visits after the non-mandatory pre-proposal meeting for those that

Date and Time Requirements
Proposals must be received by the Airport no later than the date and time indicated in the
Procurement Schedule, Section 5.
Late Proposals: Proposals will not be accepted by the Airport after the date and time specified
in the Schedule of this RFP. If a Proposal is delivered after the Proposal submission deadline,
the Proposal will not be accepted or considered. It is the Respondent’s responsibility to ensure
The Airport has received their submission. The Airport will not be liable for proposals that may
be sent but not received due to technical issues.
Submission Requirements
Five (5) hard copies and one (1) thumb drive in pdf format of the RFP submittal shall be
provided. Each copy shall contain the name of the firm responding to this RFP and be marked
on the cover:

Proposal General Format
Request for Proposal
All materials submitted shall become a part of the proposal and may be incorporated in a
subsequent contract between the Airport and the selected Offeror. All responses/submittals to
this RFP shall be made in accordance with the format outlined below. Failure to submit in the
requested format or failure to submit all the required forms may cause a proposal to be deemed
non-responsive. The format for the proposal includes the following:
• Shall be written in the English language.
• Formatted to the standard 8 ½” x 11” paper size using the format that is specified and
required in this RFP and each Submittal Form.
• Use Arial or Calibri font and must have a minimum font size of 10.
• Page limits are set in the Evaluation Criteria and do not include the required forms. The
Airport will not review or evaluate pages in a Proposal that are more than RFP page
number limitation for a specific section of the Proposal. Excess pages will be discarded
prior to review.
• Proposals must be free of additional brochures, booklets or other sales material that are
not specifically requested in the RFP.
• File name shall contain a portion of the proposer’s firm name.
Organization of Proposals
Proposals must address each of the evaluation criteria in this RFP in a clear, comprehensive, and
concise manner. Proposals must be clearly separated, labeled by response to specific evaluation
criteria and addressed in the same order as included in the RFP. Respondents are further advised
that lengthy or wordy submissions are not necessary.
Clear and Responsive Proposals
The Airport has made every effort to include enough information within this RFP for a Company
to prepare a responsive Proposal. Respondents are encouraged to submit the most comprehensive
and competitive information possible. Proposals that do not respond completely or sufficiently to
the evaluation criteria in this RFP may be rejected as non-responsive, or will receive
correspondingly lower scores for those criteria, which may result in the Proposal not scoring high
enough to be considered further.
Questions About RFP
Questions regarding this RFP shall be emailed solely to the contact person in Section 4, Contact.
Questions must be asked prior to the date and time indicated within the Procurement Schedule in
Section 4. The Airport may determine that a Proposal is non-responsive if the Respondent has had
contact with any other representative of the Airport.
Addenda
Oral communications and emails from the Airport, its staff, agents, Airport members, employees
or outside advisor, or any other person associated with this RFP shall not be binding on the Airport
and shall in no way modify any provision of the RFP. Only formally issued addenda shall modify
the terms of this RFP. Any addenda issued for this RFP will be published at the following website
address: http://business.spokaneairports.net/rfp. Respondents are responsible for checking the
