Scope of Work:
Carteret County Government is seeking competitive proposals to make repairs and paint interior areas within the
Health Department facility located at 3820 Bridges Street, Morehead City, NC 28557.
Details are as follows:
Preparation
• The Contractor shall prepare all areas receiving new paint. Preparations include but are not limited to
protection of furniture, windows and flooring, removal of all wall-hanging items that are not hardwired,
removal of all identified wall and door signage (signage shall be boxed up and handed to the County POC),
removal of electrical covers, moving furniture and other office accessories, repair of all walls and hard
ceilings by ensuring smooth surfaces (if a surface consist of wallpaper that requires repairs, said repairs
shall consist of the same texture), clean all surfaces by removing tape, dirt and stains, caulk trim and
moldings as necessary. A minimum of two (2) coats of primer shall be used, if necessary. The base bid
areas are highlighted in Yellow within the diagram below.
Painting
• The Contractor shall paint the Yellow highlighted areas within the diagram below Agreeable Gray (SW
7029) with an eggshell finish with a minimum of two (2) coats. All corner guards shall be painted Agreeable
Gray.
• Paint shall be applied evenly by brush or roller without runs, drips, air bubbles or other defects to all areas
being painted.
• The Contractor shall paint any hard ceilings within the project area with flat white ceiling paint.
Schedule
• Work shall be performed in phases outside normal business hours or as dictated by the County POC.
• The awarded Contractor shall submit a phased project schedule post award.
• Interested Contractors shall contact the County POC below to schedule a site visit.

Cleaning and Miscellaneous
• The Contractor shall dedicate a supervisor to supervise work and to ensure all surfaces and fixtures are
free from dust, dirt and paint splatter and all furniture, wall-hangings and office accessories are moved back
in place at the end of each working day. All paint and painting materials shall be moved offsite before start
of business. At no time shall brushes or rollers be cleaned onsite.
• Items attached with Velcro shall have new Velcro installed and attached back in place.
• The Contractor shall ensure proper ventilation while painting.
• All associated debris shall be cleaned and hauled off at the end of each working day.
• All surfaces not being painted shall be protected within the project area.
• The Contractor shall verify any and all measurements.
• The Contractor shall provide all SDS prior to work being performed.
• The Contractor shall submit all warranty documentation on behalf of the County.
• Any damages caused by the Contractor shall be the Contractor’s responsibility to fix or replace at the
County’s discretion.
• Work shall take place outside normal business hours.
• The awarded Contractor shall enter into a Contract with the County, adhering to the Terms and Conditions
and Agreement for Services therein.
• The Contractor shall obtain the required permits, if required, give all notices to the POC (including a copy of
any permits), and comply with all laws, ordinances, codes, rules and regulations bearing on the conduct of
the work. Permits shall be posted onsite at project location. No time extensions shall be granted or financial
consideration given to the Contractor for time or monies lost due to violations of any such ordinance, code,
law or regulations that may occur.
Alternate Bid #1: The Contractor shall provide a separate cost to paint the areas highlighted in Red on the diagram
below while following the base bid instructions. Any existing blue walls in this area shall be painted SW – 6227 –
Meditative, with an eggshell finish.
Alternate Bid #2: The Contractor shall provide a separate cost to paint the areas highlighted in Orange on the
diagram below while following the base bid instructions.

Award of Contract
Carteret County Government reserves the right to award to multiple contractors deemed to be fully qualified and best
suited among others submitting proposals on the basis of the evaluation factors included within this RFP. Once the
proposals are ranked by Carteret County Governments Committee and the qualified contractor is determined,
Carteret County Government may conduct further negotiations, and/or request presentations to any or all
contractors. Carteret County Government reserves the right to accept or reject, in whole or in part, proposals
directed to the best interest of the County. Each contractor shall fill out the required information within this RFP,
submit Certificate of Insurance for liability and Worker’s Compensation in order for the proposal to be qualified.
Carteret County Government reserves the right to reject any or all proposals for any reason.

Proposals shall be emailed, mailed, and/or hand delivered to the address of the POC shown above, and if
mailed the sealed envelope shall clearly state the name of this RFP. It is the sole responsibility of the
Contractor to ensure that their proposal arrives by the designated submission date assigned.

ALL BIDDERS SHALL COMPLY WITH ALL APPLICABLE LAWS REGULATING THE PRACTICE OF
GENERAL CONTRACTING AS CONTAINED IN CHAPTER 87 OF THE GENERAL STATUTES OF NORTH
CAROLINA. FOR CONTRACTS $40,000 OR MORE, EXCEPT FOR CERTAIN SPECIALTY WORK AS
DETERMINED BY THE LICENSING BOARD, BIDDERS ARE REQUIRED TO BECOME LICENSED BY THE NC
LICENSING BOARD.
Please provide a detailed cost breakdown on official company letterhead, clearly itemizing materials, labor, and
applicable taxes.
All bids shall be prepared and submitted in accordance with the following requirements. Failure to comply with any
requirement may cause the proposal to be considered irregular and may be grounds for rejection.
