Reissue of Solicitation of Offers. This solicitation of offers cancels and supersedes previous solicitation of offers number CIC-158048 dated 2024-06-28 with a closing of 2024-08-27 at 14:00 EDT A debriefing or feedback session will be provided upon request to Offeror's who offered on the previous solicitation of offers.

The new Official Languages Act, recently modernized by Bill C-13, now includes an obligation for the Minister of Immigration, Refugees and Citizenship Canada (IRCC) to adopt a Policy on Francophone Immigration to enhance the vitality of French linguistic minority communities in Canada — including by restoring and increasing their demographic weight.

As part of the activities funded by the Action Plan for Official Languages (APOL) 2023–2028, IRCC is to acquire an online platform to promote and support Francophone immigration recruitment activities. The Government of Canada’s Policy on Francophone Immigration, launched on January 16, 2024, also includes a commitment to develop a virtual platform.

IRCC requires a virtual, cloud-based platform to promote Francophone immigration outside Quebec. The platform will provide IRCC with a single-window entry point for all promotional activities, ensuring a consistent approach and enabling reporting and evaluation of their success.
