SECTION 1 -ADVERTISEMENT FOR BIDS
Bids for Owasso City Hall Renovations, and all appurtenances thereto, will be received by the
City of Owasso until 11:30 AM on Friday January 2, 2026.
A mandatory pre-bid conference will be held at City Hall, 200 S. Main Street, Owasso,
Oklahoma 74055, at 11:30 am on Friday December 12, 2025.
The work is generally described as follows: Renovate existing open space into usable office
space. Lighting, power, data, and mechanical systems are to be updated to accommodate the
renovated spaces.
The City of Owasso may waive any informalities or minor defects or reject any and all bids. Should
there be reasons why the contract cannot be awarded within the specified period, the time may
be extended by mutual agreement between the City and the Bidder.
Bidders shall submit a completed "Statement of Bidder's Qualification" at the time of their
submittal. All forms are included. Bidders shall submit Documents as noted in Section 2,
Requirements for Bidders. Bidders who submit a bid form only will be rejected.
The Project Documents may be examined on the City’s website at www.cityofowasso.com or at

Copies of the PROJECT DOCUMENTS may be purchased at Owasso City Hall upon payment of
Nineteen Dollars ($19.00) for each set, which is the cost of reproduction and will NOT be refunded.

SECTION 2 - REQUIREMENTS FOR BID SUBMITTAL
Failure to submit all of the items called for may render the bid proposal incomplete, thus
eliminating the bidder from further consideration.

REQUIREMENTS FOR BIDDERS
SECTION 3 – BIDDER ’S INSTRUCTIONS
1. PURPOSE
The purpose of these Specifications is to provide for Owasso City Hall Renovations for the City of
Owasso, Oklahoma. The CONTRACTOR is to provide all material and labor for construction and
completion in every detail the work described.
The Project Manual, Plans, and Details included herein, along with other relevant local, state, and
federal codes, shall prevail as guidelines throughout said project until it is completed.
2. DEFINED TERMS
Terms used in these Instructions to Bidders, which are defined in the Standard General Conditions
of the Construction Contract, have the meanings assigned to them in the General Conditions.
3. QUALIFICATIONS OF BIDDERS
Bidders shall complete "Statement of Bidder's Qualifications" and submit with their bid proposal.
A Mandatory pre-bid conference will be held for this project as advertised.
4. EXAMINATION OF PROJECT DOCUMENTS AND SITE
4.1 Before submitting bid, each Bidder must: (a) Examine the Project Documents, to
include the Agreement and General Conditions, thoroughly; (b) Visit the site to
familiarize himself/herself with local conditions that may in any manner affect cost,
progress or performance of the work; (c) Familiarize himself/herself with federal, state
and local laws, ordinances, rules and regulations that may in any manner affect cost,
progress, or performance of the Work; and (d) Study and carefully correlate Bidder's
observations with the Project Documents.
4.2 Before submitting a bid, each Bidder may, at Bidder’s own expense, make such
additional investigations and tests as the Bidder may deem necessary to determine
the Bid for performance of work in accordance with the time, price and other terms and
conditions of the Project Documents.
4.3 If applicable, copies of documents pertaining to exploration and tests of subsurface
conditions at the site, used in preparing the Project Documents, are available upon
written request to the OWNER. The Bidder shall be held solely responsible for any
interpretation or conclusion drawn from this technical data.
