The West Virginia Department Economic Development (hereinafter referred to as the "Department") is issuing this solicitation as a request for proposal ("RFP"), as authorized by W. Va. Code 5A-3-10b, for the West Virginia Office of Energy (hereinafter referred to as the "Agency") to provide training solutions for interested contractors, virtually and/or in-person, tailored to energy efficiency initiatives.
