Beaverton City Library seeks a consultant to lead the development of a strategic plan that centers community voice, aligns with budgetary realities, and positions the library to deliver inclusive, responsive services for the future. The consultant will design and implement a comprehensive community needs assessment, including focus groups, 1:1 interviews with stakeholders, and public surveys, with a specific emphasis on engaging historically underserved populations. This process will inform the development of a refreshed mission, vision, and values statement that reflects the evolving role of the library in the lives of Beaverton residents.
In partnership with library leadership and staff, the consultant will help define strategic priorities that are both aspirational and operationally feasible. Objectives should support service equity, digital access, youth engagement, and technology literacy while aligning with staffing capacity and budget constraints. The consultant will also evaluate the current organizational structure and recommend adjustments, including a revised organizational chart, to support clear communication, effective service delivery, and long-term sustainability.

Success indicators and an evaluation framework will guide ongoing progress assessment and adaptability. Beaverton City Library (BCL) has served the community since 1938 and today operates two locations—the main library in downtown Beaverton and the Murray Scholls branch—serving one of Oregon’s most diverse cities. Known for inclusive programs, multilingual services, and strong community engagement, BCL is a trusted and valued resource for over 100,000 residents.
As a member of the Washington County Cooperative Library Services (WCCLS), BCL benefits from shared funding and infrastructure. By July 2027, WCCLS will transition to a centralized collections model, shifting responsibility for most materials selection and acquisitions from local libraries to the cooperative. This represents a major operational change for BCL, with implications for how the library maintains its community responsiveness and local identity within a regional system.
Like many public entities, BCL is also facing significant financial uncertainty, as the costs of providing services continue to outpace year-over-year revenue. This economic reality underscores the need for a strategic plan that not only reflects community priorities but also supports sustainable, future-ready operations and decision-making.
