(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO part 12, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation Number: F1S0AZ6239A001. This solicitation is issued as a Request for Quote (RFQ) to offerors. Please review all solicitation documentation for complete instructions and requirement information. Interested parties who believe they can meet the requirements for the services described in this solicitation are invited to submit a completed quote using the attached Price List. Vendors are required to submit with their response enough information for the Government to evaluate the minimum requirements detailed in the solicitation. Any information provided in response to this solicitation is strictly voluntary; the Government will not pay for information submitted in response to this solicitation. Offerors are to reference the Solicitation Number F1S0AZ6239A001 on all documents that they submit to the Government. Award will be made using the criteria in RFO 52.212-2 and Offerors who submit quotes which are missing data or information which is requested herein will be deemed unresponsive and will not be considered for award. Please ensure your company completely provides all information requested herein.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) The solicitation number is F1S0AZ6239A001 and is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2026‑01

(iv) The associated North American Industry Classification System (NAICS) code is 334112 (Computer Storage Device Manufacturing).

(v) Contract Line-Item Number (CLIN), Description, and Quantity:

0001 Commercial Enterprise Storage Server Test Unit (45Drives Part Number: 2026231614-16A or equal) comprising the following integrated components:

1. F8X2 2.0 Server Chassis (Qty: 1)

2. Seagate Exos 20TB HDDs (Qty: 10)

3. KIOXIA XD8 - 7.68TB - E1.S 15mm NVMe SSDs (Qty: 6)

(vi) Description of Requirements:

Any proposed equivalent storage server must meet or exceed the following physical and technical parameters:

• Form Factor: Rack-mountable chassis, maximum 4U rack space. Maximum physical dimensions: 31.1" L x 17.2" W x 6.9" H.


• Processing: Single processor featuring a minimum of 24 physical cores, 48 threads, 2.55 GHz base clock, and 3.0 GHz boost.


• System Memory: 128 GB DDR5 ECC RDIMM (configured as 4x 32GB). Motherboard must contain a minimum of 12 DDR5 slots.


• Storage Media: System must include ten (10) 20TB Enterprise HDDs (Seagate Exos 20TB or equal) and six (6) 7.68TB Enterprise NVMe SSDs (KIOXIA XD8 or equal).


• Chassis Capacity: Minimum of 24 SAS/SATA HDD drive bays and 16 NVMe drive slots supporting hot-swappable replacement.


• System Redundancy: Dual redundant boot media (minimum 960GB U.3 SSDs) with automatic failover and dual redundant hot-swappable 2700W power supplies.


• Network Interfaces: Minimum of 12 physical network ports supporting 25 Gb/s SFP28 and 10 GbE connectivity.


• Operating System: Pre-installed Rocky Linux 9 and Houston management software (or equivalent open-source enterprise Linux and local console). System must be capable of operating offline as a standalone environment disconnected from the Air Force Network (AFNET).

(OEM) parts provided by OEM-authorized resellers will be accepted. Refurbished, used, or gray-market items are strictly prohibited. Offerors must provide proof of authorized reseller status with their quote.

(vii) Delivery and Acceptance: Delivery shall be FOB Destination to Edwards AFB CA 93524.

(viii) FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services: The provision at FAR 52.212-1 applies to this acquisition.

(ix) FAR 52.212-2 Evaluation - Commercial Products and Commercial Services: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. To be technically acceptable, the offeror must provide proof of authorized reseller status.

(x) FAR 52.212-3 Offeror Representations and Certifications: Offerors shall include a completed copy of the provision at FAR 52.212-3 with its offer, or ensure their representations and certifications are up to date in the System for Award Management (SAM) at sam.gov.

(xi) FAR 52.212-4 Contract Terms and Conditions: The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

(xii) FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders: The clause at FAR 52.212-5 applies to this acquisition.

(xiii) Additional Terms and Conditions:

• Authorized Reseller Requirement: The vendor must submit an authorization letter from the OEM verifying they are an authorized distributor/reseller.

(xiv) Defense Priorities and Allocations System (DPAS): N/A

(xv) Quote Submission Instructions: Quotes must contain pricing, lead time, TAA compliance representation, CAGE code, and UEI.
