Description
This is an INTENT TO SOLE SOURCE NOTICE only.
This Special Notice from the Department of Veterans Affairs Network Contracting Office (NCO) 15 intends to issue a sole source contract under authority 41 U.S.C. 253 c (1)- FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Apollo SunGuard, 4487 Ashton Road, Sarasota, FL 34233. Services will be from 03/30/2025 to 03/29/2026 with four (4) twelve (12) month option periods under NAICS 51320, Software Publishers. The vendor will provide network cloud software services for three (3) existing ChargePoint electric vehicle charging stations used by the Heartland VA HealthCare System. This action will result in a firm-fixed-price service contract. Clause 52.217-8, Option to Extend Services, and Clause 52.217-9, Option to Extend the Term of the Contract applies.
This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than February 11, 2025 at 12:00 pm CST, to Albert.CheeksJr@va.gov. When responding to this announcement, respondents should refer to RFQ 36C25525Q0140, EV Charging Software in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capabilities of the party to provide the required services. Responding as an interested party under the www.fbo.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and Faxed responses are not accept able and will not be considered. All interested parties are reminded to be registered with the System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after February 11, 2025, no viable responses have been received in response to this announcement, NCO 15 shall negotiate with Apollo SunGuard, Inc.
STATEMENT OF WORK
Three (3) Electrical Vehicle (EV) Charging Station ChargePoint Systems and Data Subscription
EKHCS VAMC (LEAVENWORTH, KS AND TOPEKA, KS VAMCS)
I. Scope: The Eastern Kansas Health Care System is looking to acquire service, maintenance, and web portal access for ChargePoint data and charging of Government Electric Vehicles using the BEAM EVARC units currently installed. The ChargePoint units serial numbers include:

230741032227 (BEAM UNIT # 668),
3) 224341101726 (BEAM UNIT # 669).
A base plus four (4) option years of ChargePoint Assure for three (3) CT4000 stations to include Parts and Labor Warranty, Remote Technical Support, On-Site Repairs when needed, Unlimited Configuration Changes, and Reporting.
Response time from initial notification for repairs/service is a minimum of two (2) business days to restore or provide a solution (repair parts on order) to restore to full system utilization.
Vendor will provide a contact method and will only respond to the Agency s designated POCs for calls/request for service.
Commercial Cloud Plan subscription with station management features such as: Custom Video uploads and Automatic Software Updates, driver and fleet management features including Access Control and Pricing & Automatic
Payment Collection, as well as energy and power management features which include Power Sharing, Real-time dashboards and reports provided for applicable
features. Station Activation purchase required.
Period of Agreement: Unless otherwise specified, this contract will be a base plus four (4) option years.
Special Consideration: Contract personnel while on VA property cannot smoke or use tobacco. There is no expectation to interact with patients or enter any patient care only areas, no special access requirements are expected.

The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
