The Village of Northbrook ("Village") is requesting proposals from professional engineering firms
("Consultant Services") for National Bridge Inspection Standards (NBIS) Program Manager services as
described below in this Request for Proposal ("RFP"). The Village is seeking a proposal for NBIS services
for the upcoming Fiscal Years 2026-27 and 2028-29, as well as on call bridge inspection services for Fiscal
Year 2027-2028. Respondents must be able to demonstrate previous experience serving as NBIS PM for
local agencies. The submitted Proposal should include the firm’s qualifications, project team, resumes,
detailed scope of services/tasks, schedule, man hour estimate, and not-to-exceed costs for completing the
NBIS PM services specified below.
Background:
Currently, the Illinois Department of Transportation’s (IDOT) Structures Information Management System
(SIMS) indicates the Village owns, maintains, and is responsible for inspecting seven (7) bridges.

*Superstructure was replaced in 2019. Structure also has an experimental feature that has additional
reporting requirements. Structure is on an NHS route and therefore requires element level inspection. See
appendix Exhibit A for additional documentation. A printout of the master structure report S-107 for each
structure is also included in Exhibit A.
**Structures are over Union Pacific Railroad and will require UPRR Right of Entry Permits, UPRR
Insurance, and UPRR Flagger for In-Depth inspections.

Tasks/Scope of Services:
Task 1: All required NBIS Program Manager Services & bridge inspections for Fiscal Year 2026-2027,
starting upon contract execution (estimated March 2026) and ending April 30, 2027
Program Manager Services: The selected consultant will perform all NBIS Program Manager duties on
behalf of the Village. NBIS Program Manager duties are those defined by the NBIS, IDOT, and FHWA.
The consultant shall provide to the Village an individual who has NBIS Program Manager certification
from FHWA/IDOT and this individual shall be formally designated the Village’s program manager
subject to Village/IDOT approval. The consultant must have staff certified by IDOT to perform Element
level inspections.
Perform NBIS/IDOT required bridge inspections: The selected consultant shall perform NBIS bridge
inspections for the Village as needed and as required by IDOT/NBIS as soon as possible. The consultant
shall request notice to proceed prior to performing the inspections. The notice to proceed shall include a
not to exceed man hour estimate and cost for each inspection to be performed. Routine and In-Depth
inspections are required. Consultant shall follow IDOT/NBIS specifications for the two types of
inspections requested, inspection type is specified in Table 1.
Bridge Inspection Report Requirements: The selected consultant shall prepare and submit to IDOT all
required inspection report forms no later than 45 calendar days from the date of the inspection. Program
Manager will be required to update the IDOT Bridge Inspection Date Database.
Bridge Inspection Report Submittal to Village: The proposal shall detail what documents will be
submitted to the Village for each completed bridge inspection. At a minimum a cover letter and copies of
the IDOT inspection forms will be required. Please identify any other documents that you would typically
provide as a part of your firm’s bridge inspection reports so that it may be considered during the review of
proposals.
Task 2: On call bridge inspection services for Fiscal Year 2027-2028, starting May 1, 2027 and ending
April 30, 2028.
On Call Bridge Inspection Services: The selected consultant shall provide on call inspections of bridges
as needed, due to unforeseen impacts to bridges. Task 2 shall have a not-to-exceed price of $10,000.00.
Task 3: All required NBIS Program Manager Services & bridge inspections for Fiscal Year 2028-2029,
starting May 1, 2028 and ending April 30, 2029.
Program Manager Services: The selected consultant will perform all NBIS Program Manager duties on
behalf of the Village. NBIS Program Manager duties are those defined by the NBIS, IDOT, and FHWA.
The consultant shall provide to the Village an individual who has NBIS Program Manager certification
from FHWA/IDOT and this individual shall be formally designated the Village’s program manager
subject to Village/IDOT approval. The consultant must have staff certified by IDOT to perform Element
level inspections. The consultant will be required to perform an element level inspection on the Shermer
Road Bridge 016-0812.
Perform NBIS/IDOT required bridge inspections: The selected consultant shall perform NBIS bridge
inspections for the Village as needed and as required by IDOT/NBIS as soon as possible. The consultant
shall request notice to proceed prior to performing the inspections. The notice to proceed shall include a

not to exceed man hour estimate and cost for each inspection to be performed. Routine and In-Depth

Term of Agreement
The initial term of this agreement shall be from the date that the agreement is executed until April 30,
2029.
Termination of Agreement
Notwithstanding any other rights of cancellation contained herein accruing either to the Consultant or to
the Village, either party to this agreement shall have the right of cancellation, with or without cause, by
serving notice on the other party, by certified mail, return receipt requested, of such intent to cancel this
entire agreement at least sixty (60) days prior to any such proposed cancellation date, such cancellation to
be without recourse except for any sums owing to either party at the time of cancellation. The Consultant
shall continue to faithfully perform all required work until the date of cancellation of the agreement.
Schedule for RFP:
The Village’s intent is to have Village Board of Trustees approval of the selected consultant occur at the
March 24, 2026 regular Village Board Meeting.

Instructions to Consultants:
Preparation of Proposals
All proposals must be signed by an authorized official. Proposals that contain omissions, erasures,
alterations, or additions not called for, conditional or alternate bids unless called for, or that contain
irregularities of any kind may be rejected. All reimbursable expenses including office supplies and travel
expenses shall be included within the overall not-to-exceed cost.
Manhour & Cost Estimate
For Tasks 1 and 3, provide a manhour and cost estimate. List all anticipated inspection/PM needs for Tasks
1 and 3. Please include a general NBIS PM services manhour estimate and cost to cover any non-inspection
related work that may arise. The costs provided should be considered not to exceed costs. Manhour and
cost estimates should follow the general format of the example shown in Exhibit B.
For Task 2, provide an hourly rate sheet for on call bridge inspection services. Identify the project team
members billing rates on the hourly rate sheet. Task 2 shall have a not-to-exceed price of $10,000.00.
Clarifications & RFI’s
Village reserves the right to make clarifications, corrections, or changes in this RFP at any time prior to the
time proposals are due. Questions and requests for information must be submitted before noon local time
on January 9, 2026 to Aram Beladi, Village Engineer, at either 847/664-4133 or
aram.beladi@northbrook.il.us. The Village will issue addendums and/or responses to RFI’s on the village’s
website https://www.northbrook.il.us/bids.aspx. It is the responsibility of the proposer to check the website
for addendums. All proposals submitted must acknowledge receipt of all addenda issued by the Village.

Evaluation of Proposals:
The submitted proposals will be reviewed and selected based upon factors in this RFP and including the
following:
(1) Experience on similar projects with references (name, title, address, phone, e-mail & fax
numbers) within the last three years only;
(2) Firm Information (size, location, history, resources, etc.);
(3) Qualifications (resumes) of personnel assigned to work on the project (project team),
organizational chart, etc.;
(4) Ability to meet project deadlines (availability of staff to perform services);
(5) Completeness of project approach (detailed scope of services/tasks, etc.);
(6) Any additional services/tasks not identified in this RFP that the consultant believes will
improve the project, reduce costs and time, etc.;
(7) The Village’s prior experience working with the Proposer; and
(8) Manhour estimate for each Task with overall not-to-exceed cost.
Follow-up discussions may be conducted with several firm(s) to resolve any questions, finalize the scope
of work and service agreement on final not-to-exceed cost as a means to recommend final selection.
Freedom of Information Act
All information submitted to the Village in response to this Request for Proposals shall be deemed a
public record and will be subject to disclosure under the Illinois Freedom of Information Act (5 ILCS 140
et seq.) subsequent to the award of the contract. Consultants are advised that Section 7(1)(g) of that Act
exempts the following from disclosure:
Trade secrets and commercial or financial information obtained from a person or
business where the trade secrets or commercial or financial information are
furnished under a claim that they are proprietary, privileged or confidential, and
that disclosure of the trade secrets or commercial or financial information would
cause competitive harm to the person or business, and only insofar as the claim
directly applies to the records requested.
Consultants desiring to have portions of their proposals considered exempt are advised to mark these
portions accordingly.
Withdrawal of Proposals
No proposal shall be withdrawn for a period of 60 days after the proposal due date.
Rejection of Proposals
Proposals that are not prepared in accordance with these Instructions may be rejected. If not rejected,
Village may request correction of any deficiency and accept the deficiently prepared proposal upon
compliance with these Instructions to Consultants.
Acceptance of Proposals
Proposals submitted are offers only and the decision to accept or reject is a function of quality, reliability,
capability, reputation, and expertise of the Consultants.
