Main Street & Side-Street Sidewalk Cleaning, Staining, and Sealing Project
Notice is hereby given that the City of Crestview is soliciting proposals for the
cleaning, staining, and sealing of existing concrete sidewalks along Main Street
and designated intersecting side streets within the Downtown District in
Crestview, Florida. The project area generally extends from north of the railroad
tracks at Industrial Drive to U.S. Highway 90, with designated side-street
segments identified in the RFP documents. The RFP includes a Base Bid and
an Alternate Bid with defined geographic limits. All work is limited to
existing sidewalks within the public right-of-way (ROW).
Proposals will be accepted until 2:00 P.M. (CST) on February 24, 2026, at
the City Clerk’s Office, Crestview City Hall, 198 North Wilson Street, Crestview,
Florida 32536, unless otherwise amended by an official addendum issued by the
City. Late submissions will not be considered and will be returned unopened.
Electronic submissions are also accepted through Central Bidding. For assistance

Proposals will be publicly opened: 2:00 P.M. (CST) on February 24, 2026, in
the City Council Chambers at Crestview City Hall, 198 North Wilson Street,
Crestview, Florida 32536.
Non-Mandatory Pre-Proposal Conference: 9:00 A.M. (CST) on January 27,
2026, in the City Council Chambers at Crestview City Hall, 198 North Wilson
Street, Crestview, Florida 32536. All attendees shall sign in. Proposers are
encouraged to attend and are urged to review the RFP documents prior to the
meeting.
Description:
The City of Crestview is soliciting sealed proposals for the cleaning, staining, and
sealing of existing concrete sidewalks along Main Street and designated side-
street segments within the Downtown District. The selected contractor shall
provide all labor, materials, equipment, and incidentals necessary to complete
surface preparation, stain application, and sealer application in accordance with
City requirements, manufacturer specifications, and the Scope of Work outlined
in the RFP. Proposals will be evaluated based on the criteria established in the
RFP, including qualifications, experience, technical approach, and cost.

any or all proposals and to waive any informalities as deemed in the best
interest of the City. All proposals must be marked on the outside of the envelope
with the proposer’s name, the time and date of the opening. It shall be the
bidders’ responsibility to ensure that proposals are delivered to the above

Sealed proposals for furnishing the services described herein will be received by
the City of Crestview Purchasing Department until 2:00 P.M. (CST) on February
24, 2026. Proposals received after the above-stated date and time will not be
accepted.
This is an advertised Request for Proposals. Proposals will be publicly opened at
2:00 P.M. (CST) on February 24, 2026, in the City Hall Council Chambers, 198 N.
Wilson Street, Crestview, Florida, or as soon thereafter as practicable.
At the public opening, the names of the proposers, the Base Bid and Alternate Bid
pricing, and confirmation of required bonding documentation, if applicable, may
be announced. No evaluation, ranking, or determination of responsiveness will be
made at the public opening. Proposal contents, scoring, and award determinations
will be conducted subsequently in accordance with the RFP.
Sealed proposals received by the City pursuant to a competitive solicitation are
exempt from s. 119.07(1) and s. 24(a), Article I of the Florida State Constitution
until such time as the agency provides notice of an intended decision or until 30
days after opening the bids, proposals, or final replies, whichever is earlier. All
other information will be subject to Florida’s Open Government Laws regarding
public contracting.
I. INTRODUCTION
A. BACKGROUND AND PURPOSE
The City of Crestview (hereinafter referred to as “City”) was organized in 1916
and is governed by an elected board of five council members. Members of the
council are elected to serve four-year terms. The city serves a population of over
20,000 residents in the northwest Florida panhandle within an area of 16 square
miles in Okaloosa County. In keeping with its mission, the City provides police
and fire services, emergency communications, animal control, water and sewer
services, parks maintenance, street and stormwater maintenance, youth sports,
planning and zoning, building inspections and permitting, and a full range of
administrative services. The City of Crestview has 267 employees, 261 full-time
and 6 part- time.
As part of its ongoing downtown revitalization efforts, the City seeks to enhance
the aesthetics, pedestrian experience, and visual consistency of the Main Street
corridor. The City is issuing this Request for Proposals (RFP) for the cleaning,
staining, and sealing of concrete sidewalks along Main Street, beginning north of
the railroad tracks at Industrial Drive and extending northwest to U.S. Highway
90. The project will also include sidewalk segments along certain intersecting
side streets.
