Notice of Intent to Award a Sole Source Contract
The U.S. Coast Guard (USCG) hereby provides a notice of intent to award a sole source,
firm-fixed-price purchase order to SINTEF Ocean AS.
Product/Service: The requirement is for the payment of annual software maintenance service fees
for two (2) seat licenses of VERES (VEssel RESponse) and ShipX Workbench. This program is a
strip theory, frequency domain program used for the simulation of vessel motions and global loads.
Authority: This sole source contracting action is in accordance with the Federal Acquisition
Regulation (FAR) 13.106-1(b)(1), which allows for soliciting from a single source when the
contracting officer determines that the circumstances of the contract action deem only one source
reasonably available.
Justification: It is the belief of the government that SINTEF Ocean AS is the only source capable
of fulfilling this requirement. VERES is a unique program that combines linear seakeeping analysis,
structural loading, and slamming. The software has been in use by the USCG for over a decade,
and the agency maintains multiple built-in models of its ships and boats. Market research indicates
that no other commercially available software offers the combined capabilities of structural loading
analysis, davit motion analysis, crane acceleration evaluation, and comprehensive seakeeping
simulations in a single package. The full justification is attached to this notice.

This notice constitutes a synopsis of the requirement. Responses to this notice must demonstrate
clear and convincing evidence that competition would be advantageous to the Government, would
not be cost or time prohibitive, and would not hinder the mission objectives of the USCG. The
determination not to compete this proposed contract action is solely within the discretion of the
Government.
Information received will be considered for the purposes of determining whether to conduct a
competitive solicitation for future requirements. The Government will not be responsible for any
costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
