I. GENERAL
A. Introduction.
The City of Unalaska (“City”) requests bids from contractors to provide services for the removal, transport,
and recycling or proper disposal of scrap metal and junk vehicles from Unalaska. The services include
collection, staging, transport off-island, and appropriate disposal in accordance with all applicable local,
state, and federal regulations. This ITB is governed by Unalaska Code of Ordinances Chapter 6.24.
The City estimates there are approximately 1,200 tons of loose scrap metal and 250 derelict or junk
vehicles that require removal under this project. Quantities are approximate and may vary depending on
final site assessments.

C. Bid Deadline & Delivery.
Sealed bids must be received by 2:00 PM AKST on October 13, 2025. Any bids received after the time and
date specified may not be considered. Bids should be delivered and addressed as follows:

Each bid must be submitted on the Bid Form and accompanied by submittal information as prescribed in
the ITB. Bids received after the time and date specified will not be considered. An electronic copy of the
ITB may be obtained from the City of Unalaska website: http://www.unalaska.gov/rfps, for no charge.

The deadline for submitting questions is six days before the deadline for submitting bids.
II. SCOPE OF SERVICES
A. Overview.
The services consist of the safe removal of up to 1,200 tons of scrap metal and approximately 250 old
vehicles (“Junk Vehicles”) located at City of Unalaska Solid Waste Landfill (“Landfill”) through
transportation off-island and lawful disposal off-island. The services include, but are not limited to,
furnishing all plant, labor, tools, equipment, and materials and performing all operations in connection
with the secure the above-described result. All scrap metal and Junk Vehicles become property of the
Contractor upon placement of the items onto Contractor’s means of transport. All costs associated with
the loading, in-city transport, shipment, offloading, and disposal of the scrap metal and Junk Vehicles are
the responsibility of the Contractor. Any proceeds from the subsequent sale of the scrap metal and Junk
Vehicles belong to the Contractor. The Contractor must legally dispose of the scrap metal and Junk
Vehicles at a location completely off from Unalaska Island.
The City and Contractor shall determine a mutually agreeable start date for the services, which shall be in
the first half of 2026. Contractor shall have 90 days to complete the services from the agreed start date.
B. Contract Compliance.
All work shall be subject to review and acceptance by the Director of the Department of Public Utilities or
his designated representative, who shall evaluate the Contractor's work for compliance with the Contract.
The Director of the Department of Public Utilities has no duty to supervise or direct the performance of
the work, nor any responsibility or liability for the acts or omissions of the Contractor or any subcontractor
or supplier.
C. Hazardous Materials.
All Junk Vehicles should have previously had the fluids, batteries, and tires removed prior to acceptance
at the Landfill. It is the sole responsibility of the Contractor to inspect each vehicle to verify that all
hazardous material has been removed. If the Contractor encounters any of the above items on any Junk
Vehicle or portion thereof, the vehicle or item shall be set aside and the City notified so that the fluids,
batteries, and/or tires can be removed. If removal of these item(s) is cost prohibitive, the City may elect
to keep the vehicle and will direct the Contractor to stockpile said vehicle in or near the scrap metal pile.
The cost of setting aside such vehicles shall be included in the overall unit prices bid by the Contractor for
removal of Junk Vehicles and a Junk Vehicle unit shall not be paid by the City for any vehicle that the City
determines shall not be removed from the Landfill site.
D. Safety.
1. The Contractor shall do whatever work is necessary for overall project safety and be solely and
completely responsible for conditions of the job site, including safety of all persons (including
employees) and property during the Contract period. This requirement shall apply continuously
and is not limited to normal working hours.
2. Safety provisions shall conform to Federal and State Departments of Labor Occupational Safety
and Health Act (OSHA), and other applicable federal, state, county, and local laws, ordinances,
codes, requirements set forth herein, and regulations. Where these are in conflict, the more
stringent requirements shall apply. Contractor shall become thoroughly familiar with governing
safety provisions and shall comply with the obligations set forth therein.

3. The Contractor shall develop and maintain for the duration of the Contract, a safety program that
will effectively incorporate and implement required safety provisions. Contractor shall appoint a
qualified employee who is authorized to supervise and enforce compliance with the safety
program.
4. The City’s review of the Contractor’s performance does not include a review or approval of the
adequacy of Contractor’s safety supervisor, safety program, or safety measures taken in, on, or
near the construction site.
5. As part of safety program, Contractor shall maintain at its office or other well-known location at
the job site, safety equipment applicable to the Work as prescribed by governing safety
authorities, and articles necessary for giving first aid to the injured. Establish procedures for the
immediate removal to a hospital or a doctor’s care of persons who may be injured on the job site.
6. Contractor shall do all work necessary to protect the general public from hazards, including but
not limited to equipment and operations.
7. Contractor’s vehicles and equipment shall be stored solely at the Landfill in locations designated
by the City or at premises owned or operated by Contractor. In no event shall any of Contractor’s
vehicles or equipment be stored or parked in any right-of-way.
E. License Requirements.
The Contractor shall obtain a City of Unalaska Business License prior to the Start Date to the extent
required by the City of Unalaska Code of Ordinances §9.04.020. Contractor and any subcontractors
performing work in the State of Alaska are required to hold State of Alaska business licenses and
contractor's licenses of the class required to perform the specified work. Evidence of subcontractor's
compliance with the above shall be submitted to the City before starting subcontract work.
F. Measurement and Payment.
1. Junk Vehicles. Measurement for Junk Vehicle removal and disposal shall be per each Junk
Vehicle removed from the Landfill site and the Island of Unalaska. A Junk Vehicle requires a chassis
to count as a pay item (i.e. an axle or engine alone will not count as a separate pay item).
2. Scrap Metal. Measurement of Scrap Metal removal and disposal shall be by the ton. A ton is
defined as 2,000 pounds. The Contractor shall weigh each truck using the Landfill Scales and shall
keep all tickets to be turned in for payment with each monthly pay estimate. Trucks shall be
measured prior to loading each load of Scrap Metal and then again once fully loaded with Scrap
Metal. The difference in weights shall be the payment in tons for Scrap Metal removed. All
requests for payment that include Scrap Metal units shall be supported by Landfill Scale receipts
evidencing the weight of Scrap Metal removed as described above.
III. QUALIFICATIONS & EXPERIENCE
Interested contractors are requested to submit a completed Bid Form together with the following
information, which shall be used to determine if the bidder is qualified to bid on the Contract:
1. Company Profile. Provide an overview of your company, including years of experience,
certifications, any affiliations, the location of the home office, and the scope of services offered.
2. Staff Qualifications. Qualifications and training of your operations and staff who would perform
work under the Contract.
