The Gulf Coast Veterans Health Care System (GCVHCS), Network Contracting Office (NCO) 16, Biloxi, MS, is issuing a combined synopsis / solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. Acquisition Policy Flash 26-23 (eff. 11/19/2025). The solicitation number 36C25626Q0405 is issued as a Request for Quotation (RFQ). The NAICS code is 238330 and the size standard is 1,000 employees. This requirement is for a 100% set-aside Service-Disabled Veteran Owned Small Business (SDVOSB) and will be firm-fixed-price. Offerors may be required to provide information to demonstrate that at least 51 percent of the cost of personnel for contract performance will be spent for employees of the SDVOSB concern or of other SDVOSB concerns. The closing date for this notice is 12:00 PM CT March 6, 2026. The requirement is for the following: The contractor shall provide commercial-grade carpet and luxury vinyl tile to support ongoing maintenance and renovation projects for multiple buildings located at the GCVHCS, Biloxi, MS. Supplies to be provided, in accordance with the terms and conditions of the contract. (See Statement of Work for additional detailed information.) Contractor to provide supplies in accordance with terms and conditions of the contract and within 60 days of order placement.
