Proposal for Services: Facilities Rate Study Project

The City of Berkeley Public Works seeks competitive written proposals for Facilities Rate Study Project.

The work to be done includes:

City of Berkeley’s Public Works Department is seeking qualified firms to perform a fee rate study for its Facilities Division. This work may include, but is not limited to:

  • Review and analyze Facilities Division’s current internal service fund rates, non-routine work billing rates, equipment procurement rates and bond payment costs.
  • Develop cost allocation plan and cost schedules with updated service rates, along with documentation and tools to support financial projections related to cost allocation.
  • Provide recommendations for implementation strategy for updated service rates and cost allocation, appropriate rate-setting processes for Public Works, and long-term management of cost allocation plan.
  • Proposed project is expected to be completed on or around November 3 rd , 2025.

Instructions to vendors:

On company letterhead, submit a signed, firm, lump sum proposal to accomplish the project described in the quote.
