The Naval Air Systems Command (NAVAIR) awarded a sole-source multiyear contract to Sikorsky, A Lockheed Martin Company, 6900 Main Street Stratford, CT 06615, for 92 CH-53K Full Rate Production (FRP) Lot 9-13 aircraft for the United States Marine Corps. NAVAIR procured these aircraft under a fixed price incentive-successive target (FPIS) contract type. This requirement was pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Sikorsky is the designer, developer, and sole producer of the CH-53K aircraft and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner.
