Police Motorcycles
Questions and Concerns received from Harley-Davidson of Guam on August 17, 2026.
1. There is a potential conflict for service requirements. On Page 9, #30, it discussed providing service for 1
year, but on Page 48, it mentions 5 years or the term of the warranty. Please clarify.
Response: The guarantee requirements in Section 30 on page 9 establish the minimum warranty or
service obligations applicable to the bid. For vehicle-type equipment, the successful bidder must
guarantee the equipment against defect in parts, workmanship, and performance for a period of not
less than one (1) year from receipt of the equipment and must provide service for at least one (1) year.
The 5-year/60,000-mile requirement on page 48 is a separate preventive maintenance service
requirement and does not replace the one-year minimum guarantee required under Section 30 on page
9. The required maintenance service must be provided for the duration specified on page 48, not less
than five (5) years or 60,000 miles, whichever comes first, at no cost to the government.
2. There is a potential conflict regarding the extension of warranty periods. On Page 48 under Warranty
which indicates that if a vehicle is down for warranty repairs more than 3 consecutive weeks, the warranty
will be extended by that time. On Page 49, under Warranty and Service conditions, it says 3 consecutive
days. Days is not realistic since many repair jobs may take more than 3 consecutive days and days defined
in the IFB are calendar days which include days that the service department is closed.
Response: See Amendment #1.
3. On Page 48 under Service Required, are you requesting for a 5-year maintenance service plan or a
maintenance service plan that covers the warranty period. It appears that this section was taken from the
automotive IFBs as it discusses bumper to bumper and powertrain which are normal terminology used
when discussing motorcycles.
Response: See the response to question 1.
4. On Page 48, under Warranty item #2, please clarify since motorcycles don't normally have a separate
power train warranty. Most other areas of the IFB indicate 1-3 years for warranty. Harley-Davidson Police
motorcycles have a 3 year warranty.

5. On Page 49, the towing service required is referring to vehicles down for warranty or service or does it
also include towing for operator errors or accidents, etc?
Response: It should also cover towing for operator errors or accidents, or whenever the vehicle is
inoperable or undrivable irrespective of the cause of the issue.
6. On Page 49, #6, it refers to an equivalent loaner vehicle. Because these are specialty motorcycles, there
no equipment vehicles available.

Questions and Concerns received from Harley-Davidson of Guam on August 19, 2026.
1. On Page 49, under Warranty and service conditions, 1. Is the bidder also responsible for normal wear and
tear items, such as tires and brake pads?
Response: No. However, the successful bidder is required to maintain a sustained inventory of
serviceable parts as specified under the Non-Warranty Support.
Questions and Concerns received from Harley-Davidson of Guam on August 21, 2026.
1. How long will GSA hold the Performance Security for this bid? When will it be awarded?
Response: Performance Security does not apply to this bid; however, a Bid Security is required in an
amount equal to 15% of the total amount bid and will be held until the delivery of supplies or services
required by the contract is complete, in accordance with 5 GCA 5212(b) & 5212(c).
The award will be made upon conclusion of the bid evaluation.

submitted to the General Services Agency via email to bids@gsadoa.guam.gov no later than 5:00 PM, Thursday,
August 27, 2026.
