MEMORANDUM: ADVERTISEMENT FOR REQUEST FOR PROPOSALS/REQUEST FOR QUALIFICATIONS

SUBJECT:    Montgomery-Kinniconick Creek Watershed Management Plan

Request for Proposals/Request for Qualifications

The Lewis County Fiscal Court is accepting Statements of Qualifications/Bid Proposals for engineering services to be provided for the development of the Montgomery-Kinniconick Watershed Management Plan. The full combined RFP/RFQ package is available for review by all interested firms at RFPRFQ – Montgomery-Kinniconick Watershed Management Plan – 8.25.26 . All interested firms are encouraged to review the attached package carefully and in detail. Proposals are due no later than 4:00 p.m. EST/3:00 p.m. CST on September 15 th , 2026, at the offices of Buffalo Trace Area Development District, Attn: Kaleigh Zeigler, P.O. Box 460, Maysville, KY  41056. Firms are to submit six (6) copies in a sealed envelope marked, “Statement of Qualifications and Bid Proposal – Montgomery-Kinniconick Watershed Management Plan.”

Statements will be reviewed by the Lewis County Fiscal Court. The selected firm will then be contacted for further negotiations.  All firms will be duly notified of the final selection. Please allow the city 60 days for evaluation of proposals. Questions should be directed to Kaleigh Zeigler, Community Development Specialist, Buffalo Trace Area Development District, by phone at (606) 564-6894, or by email at kzeigler@btadd.com . Written responses will be provided via Buffalo Trace Area Development District’s website at www.btadd.com as part of the addenda to the RFP/RFQ. Bidders are responsible for checking for such addenda prior to submission.

Proposals received after the date and time set for opening proposals will not be accepted. It is the sole responsibility of the Proposer to assure that his/her proposal is submitted before the date and time set for opening proposals.

Proposals, once submitted, may not be withdrawn for a period of ninety (90) calendar days.

Signature of this proposal by the Proposer constitutes acceptance by the Proposer of terms, conditions, and requirements set forth herein.

The Lewis County Fiscal Court encourages submittals from Disadvantaged Business Enterprises to this RFP/RFQ and has solicited a notice of this solicitation to a distribution list of DBEs, to the Veteran’s Administration, and KY APEX. It is also being publicly advertised via websites and social media outlets associated with Buffalo Trace Area Development District and the Lewis County Fiscal Court.
