The City reserves the right to waive any irregularities or informalities in a bid and to reject any and all bids without cause.

Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law.

Requirements of the Alaska Employment Preference (AS 36.10) must be met.

The City of Valdez encourages disadvantaged, minority and women-owned firms to respond and is available to assist said firms in learning how to do business with the City.

The City of Valdez “ Standard Specifications and Standard Details ” shall be used.

1.0 I NTRODUCTION/OVERVIEW
The City of Valdez, Parks, Recreation, and Cultural Services Department, is
soliciting proposals from qualified individuals or firms to operate and manage the
Allison Point Campground. The Operator selected will be responsible for
seasonal campground operations in accordance with the terms outlined in this
Request for Proposals (RFP).
The City intends to enter into an operating agreement for an initial term of three
(3) years. The agreement may be renewed for up to two (2) additional one-year
terms at the discretion of the City and subject to mutual agreement.
This section provides an overview of the services to be provided and outlines the
solicitation and award process.
1.1 Background
Allison Point Campground is a seasonal public campground located across Port
Valdez from the City of Valdez, accessible via Dayville Road. The campground
offers approximately 46 designated RV sites and is a popular destination for
shoreline fishing.
Amenities include public restroom facilities, multiple improved trails providing
access to the water’s edge, and fire rings at select sites. The campground does
not provide electrical or sewer hook-ups. Campers requiring dump station
services may access facilities located within the City of Valdez.
Allison Point is particularly active during the summer salmon runs, drawing
residents and visitors throughout the operating season.
The City of Valdez owns the campground and associated infrastructure. To
ensure consistent supervision, maintenance, and visitor services during the
operating season, the City contracts with a private operator to manage day-to-
day campground operations.
1.2 Summary of Services to be Provided
The selected Operator shall provide all labor, supervision, materials, and
services necessary to operate and maintain the campground, including facility
and janitorial maintenance, site supervision, resource protection, visitor services,
and fee collection.
The Operator will be authorized to collect approved user fees in accordance with
the terms of the operating agreement.

Allison Point Campground is intended to remain primarily natural and minimally
developed. Optional services that are consistent with the campground's
character may be proposed and are subject to City approval. Proposers shall
clearly identify any optional services in their submission for consideration during
the evaluation process.
1.3 Compensation to the City
The Operator shall be responsible for establishing reasonable campground user
fees. All proposed fee schedules shall be submitted to the City for review prior to
implementation and shall remain consistent with comparable facilities in the
region.
As compensation for the opportunity to operate the campground, the Operator
shall remit to the City five percent (5%) of Net Revenue generated from
campground operations.
The Operator shall maintain complete and accurate financial records related to
campground operations. Detailed revenue and expense reports, including
supporting documentation, shall be provided to the City in a format approved by
the City. Payment of the City’s share of Net Revenue shall be remitted annually
no later than December 31, unless otherwise specified in the operating
agreement.
