Notice of Intent to Award Sole Source Contract:
The Air Force Technical Applications Center (AFTAC), Nuclear Treaty Monitoring (TT) Directorate, Patrick SFB, Florida, Contracting Office AMIC DET 2 OL/PKA (Patrick SFB FL) intends to solicit and negotiate with one source, Linde Special Projects, LLC. The statutory authority for this acquisition is 10 U.S.C 2304(c)(1)as implemented by FAR 6.302-1. In accordance with FAR 6.302-5(b)(1), when there is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by unique supplies or services available from only one or a limited number of sources or from only one supplier with unique capabilities. The scope of this service requirement is to perform nuclear treaty monitoring sample analysis. The North American Industry Classification System Code (NAICS) is 541380.
It has been determined that Linde LLC is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement by written notification no later than 4:00 P.M., ET, on 6 August 2025. Inquiries will only be accepted via email to Danny D Austin (danny.austin.3@us.af.mil) No telephone request will be honored.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon the responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
