| 5. Background | History of the Tri-Mountain Golf Course Site: The property (land only) was originally purchased in June 1993 by the Port of Ridgefield. In January 1997 the Port of Ridgefield entered into a Memorandum of Understanding (MOU) with Clark County whereby the County would purchase the golf course from the Port and grant the Port a lease-option to the facility. Under the terms of the proposed lease, the Port would be responsible for paying a variable rent to the County. In September of 1997 Clark County assumed ownership of the Tri-Mountain Golf Course after the Port of Ridgefield could not financially continue supporting the facility. Pursuant to ownership, the County contracted with a third party to provide day-to-day operations, completed construction of the Clubhouse, and embarked on major improvements to course drainage. Today the course, which sits on 132 acres, is fully operational and the facilities include an 18- hole golf course, putting course, driving range, club house and other amenities. Our current management company entered into the original long-term management agreement with Clark County in December 2002; the contract has since been renewed and amended. This agreement gave them the sole right to manage, operate and maintain the course during the contract period. This agreement was set to expire in December of 2023 but was renewed for an additional one (1) year period (January 1, 2024 - December 31, 2024) and then a three (3) month period from January 1, 2025 to March 31, 2025 as the County tried to auction off the property. When the sale of the property fell through the County renewed the agreement again for the period up to December 31, 2026. We are now going out to RFP to look for a new style of lease agreement from a proposer to operate and maintain the Property as a Golf Course. |
| 6. Scope of Project | The proposal shall address but not be limited to the following usual and customary operations: 1. Providing a quality, family-friendly experience at affordable rates for the citizens. 2. Managing the course and clubhouse operations, driving range, building operations, golf cart (including Purchase or Lease of Golf Carts) and storage operation and golf programs. 3. Planning, budgeting, accounting, personnel, and other administrative services in support of operations, as well as other services normally associated with the operation of public golf courses in a municipal and community setting. 4. Continued support and marketing of all special interests and golf programs offered currently and historically. These programs include, but are not limited to junior golf, men's and women leagues, tournaments and golf instruction. |
