Division Contract Engineer
CONTRACT ID: MG00506, MG00507, MG00508, MG00509, MG00510 and MG00511
WBS ELEMENT NO.: TBD
TIP No.: N/A
FEDERAL AID NO.: TBD
COUNTY: VARIOUS ROUTES IN ALAMANCE, CASWELL, GUILFORD
(EAST AND WEST), ORANGE AND ROCKINGHAM COUNTIES
TYPE OF WORK: RESPONSE FOR DEBRIS REMOVAL AND DISPOSAL FROM
STATE MAINTAINED ROADWAYS FOR STORM EVENTS ON
AN AS NEEDED BASIS
To Whom It May Concern:
Corrections have been made to Sheets G-6 and R-6 for each proposal. The revised sheets are
attached to this addendum. Please replace the corresponding sheets in the appropriate proposal
documents.
Bidders must sign the addendum acknowledgment sheet confirming receipt of this addendum.
Failure to return the signed acknowledgment may result in the bid being considered
non-responsive.
Several questions have been asked. The questions and responses are listed below:
* Debris Management Site timing: Does the contractor-supplied Debris Management Site
need to be identified or approved by NCDEQ at the time of bid, or only before the first
work order is issued?
o The site must be identified before the first work order is issued.
Mailing Address: Telephone: (336) 487-0075 Location:

PO BOX 14996
GREENSBORO, NC 27415-4996
Website: www.ncdot.gov
* Shared or existing sites: Will the Department or the county make a pre-approved
Temporary Debris Storage and Reduction site available to awarded contractors? If not,
may a single contractor-supplied site serve more than one county contract?
o The Department will not make a pre-approved temporary Debris Storge reduction
site available to the awarded contractor. The single contractor supplied site will
serve the county where the debris is located.
* Scales: The provisions require the site to have scales. Are portable certified axle scales
acceptable in place of a fixed truck scale?
o Yes, portable certified axle scales are acceptable.
* Reduction method: The Site Management and Grinding item calls for grinding. Is
reduction using a whole-tree chipper acceptable in place of a tub or horizontal grinder?
o Yes, if the whole-tree chipper can handle a large volume of debris in a timely
manner.
* Disposal of reduced debris: Does delivering the reduced material to a permitted mulch,
compost, or biomass end user qualify as a permitted disposal site for the Hauling of
Reduced Debris and Disposal of Reduced Debris items?
o Yes, it qualifies as a permitted disposal site.
* Crew counts: How many crews does the Department anticipate needing per county? Is
one crew sufficient for bid purposes on each contract, and may the same crew be listed
on more than one county contract if a bidder pursues more than one?
o The Department's needs will be based on the size of the debris removal per storm
event. However, if the bidder decides to go after more than one contract, the
contractor will need to be able to produce at least one crew per contract. For
bidding purposes, base your estimate on one crew.
* Contract term: The proposal lists a date of availability of November 17, 2026 and a
completion date of November 16, 2026. Please confirm the intended completion date and
any renewal terms.
o See the attached g-6 sheet for each contract with the corrected completion date.
* Fuel price adjustment: The Service Contract Fuel Price Adjustment provision references
snow and ice control and hourly operating rates, while these contracts are paid by the ton
and cubic yard. Does the fuel adjustment apply to these contracts, and if so, how is it
calculated?
o The fuel adjustment applies to each contract and language has been adjusted to
clarify its use in this contract.
* Training staffing: The Training Contractor's Forces provision states the contractor is
required to provide at least four operators per chain saw, two equipment operators, and
two crew leaders per crew. Is that a minimum attendance requirement, or the maximum
the Department will pay for?
o The is maximum the Department will pay.
* 24-hour operation: If a contractor lists one crew available, is that contractor expected to
provide round-the-clock coverage with two 12-hour shifts, or one 12-hour shift per day
unless additional crews are requested
o In a 24-hour operation, the contractor would have to cover the two 12-hour shifts
per day, unless additional crews are requested.
* Crew leader vehicle: The crew definition calls for a crew leader with a pickup truck. Is a
standard pickup sufficient, or are there specific requirements for that vehicle beyond
strobe lights and a working backup alarm?
o A standard pickup truck is sufficient.
* Traffic control: The notes to Contractor state only two-lane, two-way traffic control will
be required. Please confirm that a standard flagging operation with advance warning
signs per the Roadway Standard Drawings is sufficient, and that items such as truck
mounted attenuators or arrow boards will not be required.
o The standard two-lane, two-way traffic control will be sufficient.
* Staging: Does the Department have a secure laydown yard, such as a county maintenance
facility, where contractors may stage and prepare vehicles and machines ahead of a storm
event? Even a single centrally located site serving multiple counties would be helpful.
o Yes, each county maintenance facility could be a potential staging area.
This memo has been placed on the Bidding and Letting Site and must be included in your
submittal as an addendum.
