2. Scope of Work Changes:
a. Clarification: All audit reports shall include lifetime cost and lifetime energy savings for
each energy conservation measure that is assessed in the report as stated in attachment A.1.
Life cycle cost assessments are a separate scope of work and will be explicitly requested
alongside energy audit services or as a standalone scope of work.
3. Questions & Answers:
1. Section 3.9.1 (Page 6): Does the bidder need to be registered with the Vermont Secretary of State’s
Business Services Division at the time of proposal submission, or only upon contract award?
Answer: Requirements in RFP
2. Attachment A.2 (Page 41): The RFP references life cycle cost assessments (LCCA) as part of the scope,
but the pricing table excludes LCCA costs for Level II and III audits. Should LCCA be included in the
scope only at this stage, with pricing to be addressed later for selected projects?
Answer: LCCA should be included with all audits for measures that make sense including HVAC measures.
3. Should travel costs be included in the $/SF rates, or will these be treated as reimbursables after award?
Answer: The $/SF rate should be inclusive of all costs
4. Is there an estimate of the percentage of buildings requiring blower door testing, and is the use of a sub-
consultant for this scope acceptable?
Answer: There is no estimate of building percentage. Subs are acceptable
5. Can the State provide an estimated building count and total square footage by district and/or building
type?

6. Will task orders include a guaranteed minimum volume, or will this be an on-demand contract with no
minimum commitment?
Answer: On demand with no minimum
7. Are buildings already benchmarked (e.g., in ENERGY STAR Portfolio Manager), and is there
a prioritized list for Year 1?
Answer: BGS uses ESPM data tracking and will request audits as needed.
8. What is the expected turnaround time per audit?
Answer: BGS expects draft reports to be sent 6-8 weeks after the onsite work is completed.
9. Additionally, separate from the RFP, it would be helpful to understand whether the State intends to use
these audits to support capital planning, decarbonization targets, or performance compliance (e.g., BEPS-
style policies).
Answer: These audits will be used to support decarbonization targets, building efficiency performance and
capital planning under the State Energy Management Program.
11. Section 3.9.1 (Page 6): Does the bidder need to be registered with the Vermont Secretary of
State’s Business Services Division at the time of proposal submission, or only upon contract award?
Answer: Requirements in RFP
12. Please confirm the $/ft2 pricing schedule for Blower Door Testing is intended to include the combined cost
of blower door testing and infrared scanning for all building size ranges.
Answer: Yes
13. Can BGS provide a list of buildings to be audited and their floor areas? If so, should we provide Level II
and Level III pricing per building?
Answer: The pricing sheet should be completed as presented, price per square feet for the given building size
bin. See answer for #5 on building list.
14. In attachment A.1, item 7 lists a thorough inventory of DDC systems as part of the statement of work. Can
you confirm if pricing for this activity needs to be included in Contractor cost estimates for all building
sizes in the $/ft2 pricing schedule?
Answer: Yes

15. Attachment A.1, item 7 suggests that a Controls Company may be needed to get the DDC points and
equipment inventory. Does BGS already have a service contract with a controls company to do this?
Otherwise, is that cost covered by BGS, the Owner, or the Contractor?
Answer: BGS has separate service contracts with controls vendors. For information retrieval there is usually no
cost. The notes above the $/ft2 pricing schedules indicate that pricing for life cycle cost assessments should not
be included. However, Attachment A.2 details the technical requirements for a life cycle cost assessment.
16. Can you confirm that life cycle cost assessments are included under the category of “subsequent work at
the facility to be contracted separately?”
Answer: Yes
17. Is BGS planning to release a full-building inventory list of all the state-owned facilities with address and
building size it would like to have audited during the term of the initial three-year contract?
Answer: No. Audits will be requested on an as need basis.
18. How many total buildings will need to be inspected by the end of the three-year contract? And does BGS
have a list of the number of ASHRAE Level II and Level III audits it is likely to request from that list?
Answer: A precise estimate cannot be given at this time, total building
audits will be subject budget and need requirements of the program. No
19. What will be the lead time on the building inspection list and at what interval will it be updated?
Answer: There is no set lead time. Awarded contractors will be contacted in the months leading up to when the
audit is desired to bid on the opportunity to audit the building and any additional work.
20. Can we coordinate directly with the building owners (with BGS’s help) to schedule the inspections at a
time that suits us?
Answer: The State is the building owner and, in most cases, BGS is the building owner. The audit will be
conducted at a time that is suitable for the BGS, the building occupants, and the contractor.
21. Are there any high security buildings or buildings with access restrictions? If so, what are the most
common types of restrictions?
Answer: Some buildings may require a background check to be completed by the Department of Corrections.
Additionally, some buildings hold personal identification information (PII). In these
types of facilities, contractors will be required to remain under BGS supervision or the authority at the given
building, where feasible.
22. Does the state have an energy modeling software requirement?
Answer: Building Sync compliance is preferred.
23. Typically, an ASHRAE Level III model includes a full-building dynamic energy model, but ASHRAE
Level II does not typically include one. Is it BGS expectation that a full-building dynamic energy
model is completed on the ASHRAE Level II analysis as well?
Answer: No, the full building energy model is only required for ASHRAE level 3 audits.
24. What is the submetering duration expectation?

Answer: The expected duration is a minimum of one full utility billing cycle, but the monitoring period must be
long enough to capture representative operating cycles for all major end uses. Exceptions will be made for
seasonal loads (e.g., chillers) but BGS may request that this equipment is sub metered later to be included in the
report.
25. How far in advance will BGS provide (if available) access to property documentation, previous utility bills,
and building management software prior to the building inspections/audits?
Answer: BGS will generally provide property documentation, previous utility bills, and building management
software 4-6 weeks before the first site visit.
26. Will BGS have an approval process for each ECM for each property to be analyzed?
Answer: ECMs to be analyzed during the audit work will be determined during the audit planning &
coordination meeting which takes place prior to the site visit. Additional evaluation of ECMs may take place on
site.
27. On Attachment A-1, page 2, “Deliverables” number 3. Does BGS want us to have the existing
documentation digitized as part of consolidation?
Answer: Yes, if possible. Not a requirement.
28. Section 2.1 states, “The objective of these energy audits is to identify performance and capital
improvements to cost effectively reduce facility energy use and operating costs while maintaining safe
conditions and optimal indoor environmental quality for Vermont State Buildings and political subdivisions
as defined in 1.4.” Section 1.4 states, “NO BIDDERS CONFERENCE”. Please clarify?
Answer: This should have referenced 1.5 instead of 1.4, which states: ADDITIONAL PURCHASERS: Towns,
Schools, Political Subdivisions, and Independent Colleges of the State may participate in the awarded contract
at the same prices, terms and conditions. Financial obligations of the State are limited to the orders placed by
the departments and agencies of the State having legally available funds. The State incurs no financial
obligations on behalf of its political subdivisions or other eligible entities.
29. On Attachment A-2, statement 2. Does each district have a list of preferred vendors to choose from or work
with?
Answer: No
30. Under “Attachment A.1 – Statement of Work”, which seems to reflect the energy audit scope of work
(Level II and Level III) the Proposal Submission Requirements are to provide a price per square foot
estimate for the various building size ranges. Are these prices per sf meant to include the scope of work
described in “Attachment A.2 – Lifecycle Cost Assessments”, or is Attachment A.2 intended to be priced
separately?
Answer: Life Cycle Cost assessments will be priced out separately and included with a level 2 or level 3 energy
audit report for appropriate measures.
31. The RFP states that Qualifications shall not exceed 10 pages. Is this meant to cover relevant projects only,
or are other sections included in this limit? Can you please specify.
Answer: All sections in the qualifications are included in this page limit. Example-Resumes etc.
32. Do we need to install sub meters for the ASHRAE Lvl II audits or install them for the ASHRAE Lvl III
audits?
Answer: Submeters are expected to be installed for Level 3 audits as defined by the ASHRAE Level 3 audit

scope. Sub meters are not expected for level 2 audits.
33. How many systems/types of systems would the BGS like sub metered?
Answer: For ASHRAE Level 3 audits, all major uses of energy shall be sub-metered, which greatly depends on
the number of HVAC systems, and what BAS trend data is already available. For most BGS buildings, the
number of systems to submeter should be between 5 and 15 to cover all energy uses, including but not limited
to, air handling units, rooftop units, chillers, boilers, lighting, plug loads, and domestic hot water. In some cases,
BGS may exclude some of these loads if submetering is deemed infeasible or not necessary by BGS.
