INVITATION FOR RFP
NOTICE IS HEREBY GIVEN by the Mayor and Board of Trustees of the Village of Park Forest, Cook and Will Counties, Illinois that sealed bids will be received for the following contract:
Construction Manager at Risk (CMAR) Services: Park Forest Aqua Center Project
The Village of Park Forest (“Village”) is soliciting sealed proposals from qualified and experienced firms to provide Construction Manager at Risk (CMAR) services for the Park Forest Aqua Center Project. The Aqua Center is a community asset with over 70 years of service and is planned for significant renovation and/or redevelopment to meet modern aquatic, safety, accessibility, and community health standards.
The selected Construction Manager will collaborate closely with the Village, its design consultants, and stakeholders to deliver a high-quality aquatic facility that aligns with the Village’s long-term vision, budget constraints, and community expectations.
The Village anticipates a total project budget of approximately $10,000,000, inclusive of construction costs, general conditions, contingencies, related construction expenses and soft costs. The selected CMAR will be expected to actively collaborate during preconstruction to maintain alignment with this target budget.
Proposal Submission Requirements:
The Village intends to utilize the Construction Manager at Risk (CMAR) delivery method pursuant to 65 ILCS 5/11-39.2 and applicable provisions of the Illinois Municipal Code. The CMAR will provide preconstruction services and, if selected, will assume responsibility for construction under a Guaranteed Maximum Price (GMP).

Construction Manager at Risk (CMAR) Services: Park Forest Aqua Center Project
The Village reserves the right to refuse to issue plans, bid forms, and specifications to any person, firm, or corporation that it considers to be unqualified. Proposals must be submitted on the forms provided. No bid shall be withdrawn after the opening of bids without the consent of the Mayor and Board of Trustees of the Village of Park Forest. The Village reserves the right to accept or reject any or all bids, to waive any informalities or irregularities in the bids, and to make such award as it may deem to be in the best interest of the Village.
