Description
Due to an error of the original synopsis failing to upload to SAM, PCO extended the response date from 11/4/2024 to 11/6/2024 in support of the following:

NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking eligible contractors to provide Performance Based Logistics (PBL) support for the NIINs listed below in support of the CH/MH-53 Helicopter:

PBL support requires, but is not all inclusive of repair, replacement, overhaul and/or modification of the identified NIINs, packaging, handling, storage, configuration management and obsolescence management throughout the contract’s period of performance.
The maximum period of performance for this effort is five years with two option years and is in support of H-53 Components.

In support of NAICS codes 336413, 113310, 114210, 115115, 238190, 238290, 238320, 312230, 332812, 423130, 423140, 423210, 423220, 423310, 423320, 423390, 423410, 423420, 423430, 423440, 423450, 423460, 423,490, 423510, 423520, 423610, 423620, 423690, 423710, 423720, and 423730.

One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

There is no small business set aside assigned to this requirement.

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
The Government intends to negotiate a contract for this effort with Parker Hannifin in Irvine, CA (59211). The government does not possess the data necessary to perform the required repairs or manufacture of the item.

The contractor will be required to partner with organic depot, Fleet Readiness Center- East (FRC-E), in accordance with Title 10 United Stated Code requirements to renew and/or execute a new Commercial Services Agreement (CSA) and/or Public Private Partnership (PPP).

All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source, you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Information Brochure for Repairs and/or Spares. These brochures identify the technical data required to be submitted based on your company’s experience in repair of the same or similar items or the manufacture of the same or similar items.
