ANNUAL PARCELQUEST SUBSCRIPTION RENEWAL

Bureau of Land Management (BLM) has issued a sole source award to CD-DATA for a follow-up purchase order for ParcelQuest Annual Subscription. A Justification for Other than Full and Open will be posted within 14 days of award. The award value is $27,400.00 for a base period and a total value of $137,00.00 for a base plus four option periods.

2. Description of supply or service required to meet the agency's needs

In the past BLM has used an online service that is assessable to the BLM staff located throughout California. The information provided has been "real time" county land information sourced from County Assessors that is current and provide privately owned property information. ex. land ownership, sales comp, zoning, land-use, environmental conditions, and detailed mapping, etc. This is necessary for proper research for California projects. The Contract permits 15 simultaneous user logins.

Services include access to parcel data, ownership records, maps, and related property documentation to support Bureau of Land Management (BLM) California operations.

3. The rationale or circumstances for limiting competition.

This vendor is a unique provider of all California County Assessor property data for all 58 counties, which is updated on monthly basis. The service provides a unique service via online platform access to county record software and mapping all throughout California.
This vendor has been in business since 1995 and is the only product that gives customers the capability to search for County Assessor verified parcel boundary information through the interactive use of Google Maps, which offers aerial photography including the 45° views of roads, waterways and points of interest, USDA Soil data, FEMA Flood Zone and Cal Fire protection zones.
This vendor also offers the ability to search using the Public Land Survey System (PLSS) and GPS (Lat/Lon) coordinates. The service allows for Digital parcel boundary files (shape files) to be exported for use in legacy GIS applications.

4. A description of the Market Research (MR) conducted, and the results or a statement of the reason MR was not conducted.

Research was conducted on the internet for comparable services/subscriptions. Nine other businesses came up in search and did not do business with the Government.

A search in the Dynamic Small Business Search under NAICS 541360 and found one vendor but they did not provide an online platform to access county record parcels and mapping throughout California.
