Question 2: The following clauses do not appear to apply to this solicitation. Can you confirm? If they do, can you please explain how they would apply?
DFARS 252.204-7016 through 7018 regarding telecommunications
DFARS 252.225-7048 Export Controls
Answer 2: USACE is required to follow the Defense Federal Acquisition Regulation Supplement (DFARS). DFARS 204.2105 states that provisions 252.204-7016 and 252.204-7017 and clause 252.204-7018 be included in all solicitations. DFARS 225.7901-4 states that clause 252.225-7048 be included is all solicitations.
Question 3: Where will contractors be permitted to stockpile materials for the project?
Answer 3: USACE will provide a location on site within close proximity of the work zone. The location(s) will be determined when the job begins based on discussion with the Contractor. Numerous locations are suitable and will be made available.

Question 1: How many people does the Prime Contractor have to have on site? Does the QCM/SSHO have to be separate from the Superintendent? Will two people be required on site during construction or will one person suffice?
Answer 1: The Superintendent and QCM/SSHO can dual-hat and be the same individual; however, the Performance Work Statement as written requires, at a minimum, the above-mentioned position, laborers, traffic control, etc. The work could not be completed, nor the safety requirements be met with just one individual on site.

The Philadelphia Office of the U.S. Corps of Engineers is solicitating the services of a contractor to provide an application of a double bituminous seal coat for four specified areas of roadway at the Francis E. Walter Dam project located in Carbon and Luzerne Counties in White Haven, PA.
