Employee Benefits Consulting and Administrative Services

The purpose of this Request for Proposal (RFP) is to solicit competitive proposals from qualified employee benefits consulting and administrative services firms to provide comprehensive benefits consulting, financial analysis, vendor management, compliance support, and related employee benefits services for Clay County Utility Authority (CCUA).

CCUA is an independent special district and local governmental entity within the State of Florida with approximately 200 employees. CCUA currently maintains a fully insured employee benefits program for approximately 200 employees, representing approximately 330 covered lives including enrolled dependents. The benefits program includes medical, dental, vision, life insurance, Flexible Spending Accounts (FSA), Health Savings Accounts (HSA), and supplemental insurance coverage. CCUA currently utilizes Workday Human Capital Management (HCM) and Benefits Administration modules for employee and benefits administration functions.

CCUA seeks a knowledgeable and service-oriented partner with demonstrated experience supporting Florida public sector employers, municipalities, utilities, and special districts. The selected provider should possess expertise in fully insured benefit programs, alternative funding strategies including level-funded arrangements, healthcare cost containment, vendor negotiations, compliance support, employee communications, and strategic benefits planning.

The selected provider must also demonstrate a strong understanding of Workday benefits administration processes, eligibility management, payroll deduction coordination, carrier integration support, and operational collaboration within a Workday environment.

The overall goal of this RFP is to identify a qualified provider capable of delivering responsive consulting and administrative services, strong financial and strategic guidance, proactive compliance support, and innovative cost-management solutions that support CCUA’s commitment to maintaining competitive, sustainable, and employee-focused benefit programs.

The Florida Legislature created the Clay County Utility Authority (CCUA) as an independent special district by Chapter 94-491, Laws of Florida, Special Acts of 1994. A seven (7) member Board of Supervisors governs the utility. CCUA currently serves more than 50,000 customers in Clay County, Florida. CCUA management forecasts the population in Clay County will likely double by 2042. CCUA operates and maintains twenty-two (22) water treatment plants, seven (7) water reclamation facilities, and nine (9) reclaimed storage and pumping facilities, and over 200 pump stations in Clay County, Florida, and adjacent counties.

Mission: Develop an environmentally and economically sustainable utility that is focused on protecting the public health, safety, and general welfare by providing clean and safe potable water, wastewater, and reclaimed water services through conservation of natural resources, diversification of the water supply portfolio, and recruitment and development of a highly trained professional staff prepared for tomorrow’s challenges.
2. Vision: Provide long-term sustainable value to our current and future customers by conserving and protecting natural resources while providing clean, safe, and economical water, wastewater, and reclaimed water services.
3. Tax Exemption: CCUA is exempt from Federal excise and State sales taxes. The tax exemption number is 85-8012536416C-5.
