ADVERTISEMENT

The City of East Providence is seeking formal proposals from qualified organizations to lease, manage, and utilize the City-owned property located at 47 Payette Street, East Providence, RI.

The property is a municipal asset configured as a single-family home. The City's core objective is to enter into a long-term lease agreement with a dedicated veteran services organization that can maximize this asset to support East Providence veterans. To fulfill this civic intent, the selected organization must utilize the property to provide transitional housing and comprehensive case management with wrap-around services for veterans in need.

There will be a non-mandatory pre-bid site visit on WEDNESDAY, MAY 27, 2026, at 1:00PM at 47 Payette Street, East Providence, RI 02914.

One (1) original, one (1) copy and one (1) Thumb Drive of the proposal shall be submitted in one (1) sealed envelope to East Providence City Hall, Controllers Office, Room 103, Attn: Jessica Lamprey, Procurement Specialist, 145 Taunton Ave., East Providence, RI 02914 no later than WENDESDAY, JUNE 17, 2026, AT 11:00AM. The bids will be publicly opened and recorded on the same day in Conference Room A at East Providence City Hall, 145 Taunton Avenue, East Providence. Bids received with a time of 11:01 AM or later will be rejected. The outside envelope must be marked RFP EP25/26-011 VETERAN’S SERVICES AND SUPPORT UTILIZATION OF CITY OWNED PROPERTY

The City reserves the right to waive any informality and to reject any or all bids if deemed to be in the best interest of the City.

SPECIFICATIONS
I. BACKGROUND & OBJECTIVE
The City of East Providence is seeking formal proposals from qualified organizations to lease,
manage, and utilize the City-owned property located at 47 Payette Street, East Providence, RI.
The property is a municipal asset configured as a single-family home. The City's core objective
is to enter into a long-term lease agreement with a dedicated veteran services organization that
can maximize this asset to support East Providence veterans. To fulfill this civic intent, the
selected organization must utilize the property to provide transitional housing and
comprehensive case management with wrap-around services for veterans in need.
II. SCOPE OF SERVICES & USE POLICIES
The selected respondent will be expected to operate the facility in a manner that ensures safety,
programmatic efficacy, and strong neighborhood relations. The finalized contract will govern the
following operational expectations:
* Primary Use: Management and execution of a transitional housing program specifically
tailored to military veterans.
* Wrap-Around Support: On-site or coordinated case management services, including but
not limited to mental health support, employment assistance, benefits navigation, and
substance abuse counseling.
* Property Upkeep: While the property is City-owned, the selected tenant will be
responsible for day-to-day operational maintenance, utility costs, and programmatic
overhead, while adhering to municipal housing and building codes.
III. SUBMISSION REQUIREMENTS
To be deemed complete and eligible for evaluation, all responding packets must contain the
following five (5) distinct sections, organized and labeled as follows:
1. Agency Information
* Official name of the firm/organization.

* Complete business address (City, State, Zip Code) and primary telephone number.
* Designated contact person's name, telephone number, and email address for detailed
follow-up questions.
* Corporate status: Indicate whether the organization is incorporated, and if so, provide the
date and state of incorporation. If not incorporated, provide the legal name(s) of the
owner(s)/principals.
* Federal Compliance Disclosure: Explicitly indicate if the organization has ever defaulted
on a federal contract or if the firm/principals are currently listed on the federal
debarred/suspended list.
2. Project Timeline
* Provide a detailed schedule and timeline mapping out all major milestones for taking
occupancy, establishing operations, and fully launching the transitional housing and
wrap-around service programs at the property.
3. Project Team & Experience
* A comprehensive description of the organization's background, historical performance,
and relevant experience managing transitional housing or veteran-centric programs.
* Detailed profiles, resumes, or qualifications of the core team members who will oversee
operations.
* Identification and qualifications of any sub-consultants, partners, or third-party
medical/social service providers to be employed on this project.
* A list of at least three (3) professional references with active contact information who can
vouch for similar project execution.
4. Financial Plan & Cost Structure
* A clear breakdown of the price of total construction, renovations, cosmetic updates, or
facility retrofitting needed (if any) to adapt the single-family home to the proposed
program.
* An itemized operational budget showing all associated costs, projected annual
utility/maintenance expenses, and the funding mechanisms secured to sustain the
program.
IV. SELECTION PROCESS & EVALUATION CRITERIA
The City of East Providence will review all compliant, timely submissions. Proposals will be
evaluated using a competitive grading rubric based on the following critical criteria:
* Relevant Experience: Demonstrated track record of success on similar housing or case
management projects.
* Qualifications of Respondents: The technical, clinical, and administrative capacity of the
project team and any proposed sub-consultants.
* Professional References: Feedback, reliability reports, and past performance reviews
received from the respondents' references.
* Financial Feasibility & Cost Control: Total cost projections for construction/renovation
and the clarity, realism, and efficiency of all associated programmatic costs.
V. GENERAL CONDITIONS & LEGAL DISCLOSURES
Reservation of Rights: The City of East Providence reserves the right to reject any and all

proposals, to waive any informality or technicality in any proposal received, and to select and
negotiate services and lease terms in the absolute best interest of the City.
* Regulatory Compliance: The selected respondent will strictly abide by all applicable
Federal, State, and City regulations, building codes, ADA guidelines, and licensing
requirements in the performance and potential redevelopment of this property.
* Negotiation Flexibility: The City reserves the right to accept all or part of any individual
proposal, and to negotiate final contract terms, lease structures, programmatic scope, and
cost schedules with the selected respondent prior to award execution.
