Project Description: Bids for the construction of the Project will be received online by North Cornwall Township until Monday, March 27, 2026, at 2:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The Work generally consists of furnishing all labor, materials, equipment, and incidentals necessary for:
Area 1 – Electrical Conduit and Power Installation
• Install approximately 350 linear feet of two-inch (2”) Schedule 40 PVC conduit with associated wiring, including all excavation and backfilling;
• Furnish and install (3) #12 AWG copper THWN-2 conductors to provide 120-volt power to the ADS ECHO monitoring unit, including hot, neutral, and equipment grounding conductor.
• Furnish and install utility-approved meter base and outdoor-rated breaker/ disconnect enclosure to provide 120-volt power to ADS ECHO monitoring unit. Coordinate with Met-Ed to determine whether mounting to an existing utility pole is permitted. If a separate support post is required, furnish and install a galvanized steel post set in concrete footing, including mounting hardware and required disconnects and receptacles as needed for ADS equipment;
• Provide electric power service and distribution, including coordination with Met-Ed;
• Core-drill manhole and extend conduit into manhole interior, including sealing in accordance with the Contract Documents.
Area 2 – Manhole Modifications and Electrical Installation
• Install approximately 70 linear feet of two-inch (2”) Schedule 40 PVC conduit with associated wiring, including all excavation and backfilling;
• Furnish and install (3) #12 AWG copper THWN-2 conductors to provide 120-volt power to the ADS ECHO monitoring unit, including hot, neutral, and equipment grounding conductor.
• Furnish and install utility-approved meter base and outdoor-rated breaker/ disconnect enclosure to provide 120-volt power to ADS ECHO monitoring unit. Coordinate with Met-Ed to determine whether mounting to an existing utility pole is permitted. If a separate support post is required, furnish and install a galvanized steel post set in concrete footing, including mounting hardware and required disconnects and receptacles as needed for ADS equipment;
• Provide electric power service and distribution, including coordination with Met-Ed;
• Core-drill manhole and extend conduit into manhole interior, including sealing in accordance with the Contract Documents.
• Remove existing frame and cover; furnish and install one (1) 18-inch precast concrete riser section and new frame and cover to adjust manhole to proposed finished grade, complete in place.
Area 3 – Sanitary Sewer Manhole Installation
• The installation of one (1) five-foot-diameter sanitary sewer manhole complete with frame and cover to an approximate depth of eleven feet;
• Including excavation, bedding, structure installation, cut-in / tie-in to existing sanitary sewer, backfill, compaction, surface restoration, and required testing in accordance with the Contract Documents.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Conference
A pre-bid conference will not be held for this Project.
Instructions to Bidders
Bid security in the form a Certified Check or Bid Bond shall be furnished with the Bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Statutory Requirements
Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the Bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost for this Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
All Bids shall be irrevocable for 60 days after the Bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the Bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
All Bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit Bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color.
This Project is financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
North Cornwall Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any Bid or combination of Bids that are deemed to be in the best interest of the North Cornwall Township and to reject any or all proposals.
