SOURCES SOUGHT NOTICE





1. NOTICE: This is a Sources Sought Notice. This notice is for informational purposes only and does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a promise to issue solicitation. The U.S. Government is conducting market research to identify qualified sources capable of providing Advanced Manufacturing Training.



2.AGENCY: Mission Installation Contracting Command – Fort Bliss



3.TITLE: 3D Printing Training



4. BACKGROUND: 1st Armored Division seeks training to enhance knowledge and skills in current and future manufacturing methods, enabling a sustainable skillset to support military needs. The goal is to empower students to become instructors and implement Army manufacturing innovations. Successful completion of this training will allow personnel to design, manufacture, and qualify military components, reducing lead times and strengthening defense readiness.



5. SCOPE OF WORK: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Advanced Manufacturing Training as defined below.

*Training Location: Classes will be held in a facility within the city limits of El Paso, TX.

*Training Schedule: The contractor shall plan, coordinate, manage and execute 6 classesper year, with up to 10 students per class.

*Class Duration: Each class shall be a minimum of 6 weeks and not exceed 8 weeks.

*Curriculum: Each class will cover, at a minimum, the following topics, with at least oneweek dedicated to each:

*Engineering Design & CAD and CAM Applications

*Reverse Engineering and 3D Scanning

* Post Processing, Heat Treating, and Selection of Materials, Types of Processes

* Non-Destructive Testing (NDE), AM machine operation and workflow, testing standards

* Capstone Project: Hands-on design and manufacture of a commercial part currently backlogged or unavailable through Army supply channels.

* Evaluation: Students will be evaluated based on their ability to design and manufacture a commercial part demonstrating proficiency in all skills and techniques taught during the class.



6. INFORMATION REQUESTED: Interested parties capable of providing the described training are invited to submit the following information:

* Capabilities Statement: A brief overview of your company’s experience and capabilities in providing advanced manufacturing training.

* Relevant Experience: Describe similar training programs you have conducted, including the number of students trained, the scope of the curriculum, and any specific technologies utilized.

* Facility Information: Describe the training facility located within the city limits of El Paso, TX, including available equipment (3D printers, scanners, NDE equipment, etc.) and capacity.

* Instructor Qualifications: Provide information regarding the qualifications and experience of your instructors.

* Estimated Cost: An estimate for providing the training as described above (per class or annual cost).

* Small Business Status: Indicate if your company is a small business, 8(a) certified, veteran-owned, or woman-owned.

1. Software Proficiency: What CAD/CAM software packages are your instructors proficient in, and which are included in the training curriculum? (e.g., SolidWorks, Fusion 360, Mastercam)

2. 3D Printing Technologies: What types of 3D printing technologies (e.g., FDM, SLA, SLS, Metal) are available for student use during the training?

3. Material Expertise: What range of materials (e.g., polymers, metals, composites) can students gain experience working with during the training?

4. Reverse Engineering Capabilities: Describe your capabilities in reverse engineering, including the types of 3D scanners utilized and the software used for processing scanned data.

5. NDE Equipment: What Non-Destructive Testing (NDE) equipment is available for student training, and what testing standards are covered? (e.g., visual inspection, ultrasonic testing, radiography)

6. Capstone Project Flexibility: To what extent can the capstone project be tailored to specific Army component needs or backlogged parts identified by 1st Armored Division?

7. Scalability: Can your training program be scaled to accommodate more than 10 students per class, if required? What is the maximum class size you can support?

8. Curriculum Customization: To what extent can the curriculum be customized to address specific skill gaps or training objectives identified by 1st Armored Division?

9. Safety Certifications: What safety certifications do your instructors hold related to manufacturing processes and equipment operation?
