IMPROVEMENT PROJECT
INTRODUCTION
The City of Wheaton is seeking proposals from a qualified professional engineering firm to prepare project
drawings and specifications for construction for the Turf, Countryside, and Ranch Flood Improvement
Project. The scope includes the reconstruction and lowering of two roadway profiles, adjustment of
utilities, modeling to show no negative downstream impact, and regrading of 13 private properties to
prevent localized overland flooding. The City desires completion of project plans and specifications by July
2026 with the intent of releasing and awarding the project in August 2026. This is due to expected federal
grant funding financing a portion of work.
BACKGROUND
The City of Wheaton identified and evaluated several areas susceptible to overland flooding starting in
2013 through 2019. City Council has expressed a goal to eliminate overland flooding into homes within
these areas identified as high-risk. The 2026 Capital Improvement Plan identifies Turf, Countryside and
Ranch as one of the selected locations to address flooding. The study is available for review on the City’s
website at www.wheaton.il.us/342/Turf-Countryside-Ranch. The City has elected to proceed with the
alternative to lower the roadway profiles of Turf Lane and Countryside Drive as well as the swale
improvements for localized private property flooding. The City anticipates receiving federal grant funding
in 2026, with a compressed schedule requiring construction to be completed by April 2027.
LOCATION
The location of the project area is generally south of Geneva Road and east of Main Street. It includes
Turf Lane, Countryside Drive, and Ranch Road with the east limit being Driving Park Road and the west
limit of Washington Street

SCOPE OF SERVICES
The Consultant shall provide professional engineering services necessary to prepare final construction
drawings, specifications, and supporting documentation for the proposed flood mitigation improvements
along Turf Lane, Countryside Drive, and Ranch Road.
1. Topographic and Right-of-Way Survey
The Consultant shall perform a detailed topographic survey within the project limits.
a. Field Survey and Data Collection
Using horizontal control and GPS survey equipment, conduct a field survey to obtain planimetric and
topographic information within the entire public right-of-way (ROW).
Datums to be used shall be NAVD 88 and NAD 83
The survey shall include:
i. Vertical features (trees, fire hydrants, utility poles, light poles, signs, etc.)
ii. Planimetric features include, but not limited to: pavement edges, sidewalks, driveways, ditch lines,
swales, fence lines, traffic signals, structures, and utilities.
iii. Spot elevations at regular intervals sufficient to accurately define existing surface grades.
iv. Survey shots beyond ROW limits as necessary to confirm drainage patterns and flow direction and for
private property regrading.
b. Monumentation
Locate and document right-of-way property survey monuments along Turf Lane and Countryside Drive.
c. Control Points
Set several control points to be used during construction
d. Existing Property Data
The City will provide previously collected top-of-foundation elevations and low-entry-point survey data
for impacted properties for incorporation into the design and modeling.
2. Project Meetings
Attend one (1) project kick-off meeting with City staff.
Attend one (1) each for 75 and 90 percent design progress review meetings with City staff.
Attend Private Property meetings with City Staff for exhibit/easement acquisition when
necessary.
3. Roadway and Storm Sewer Design
The Consultant shall design roadway and stormwater improvements for the following roadways:
Turf Lane between Driving Park Road and Washington Street
Countryside Drive between Driving Park Road and Washington Street.
The roadway profile shall be designed such that:
The majority of the 100-year storm event runoff is contained within the public ROW.
The roadway functions as the primary overland flow path.
No overland flooding from the 100-year critical storm enters any residential structure.
Design Criteria
24-foot-wide pavement section
B6:12 curb and gutter
Minimum 10-inch diameter PVC storm sewer
Catch basins with a minimum 3-foot diameter structure

No overland home flooding during the 100-year critical storm event
4. Stormwater Compliance and Modeling
Verify that all proposed improvements comply with the DuPage County Stormwater Ordinance.
Demonstrate no adverse or negative impacts to private property.
Update existing XPSWMM model to Bulletin 75 or propose generating a new H&H model with
different modeling software.
Provide H&H modeling to confirm system performance through the 100-year critical storm
(Bulletin 75 rainfall event).
Submit modeling files and documentation supporting compliance.
5. Localized Grading Improvements
Design grading improvements, including swales and related earthwork, mitigate localized overland
flooding for thirteen (13) identified properties (shown in orange on the project location map). Each plan
shall be its own separate project sheet.
6. Utility Conflict Review
Identify potential conflicts with existing City utilities.
If existing sewer or water mains do not meet minimum cover requirements, design replacement
infrastructure.
Replacement of City Water Main shall be included as additional scope of Service A.
7. Construction Documents
Prepare final engineering drawings and technical specifications suitable for public bidding.
Specifications shall incorporate applicable City standards and details relevant to the work.
8. Engineer’s Estimate
Prepare an itemized Engineer’s Opinion of Probable Construction Cost (EOPCC).
9. Stormwater Report
Prepare a comprehensive stormwater report including:
Narrative describing the project approach and demonstration of no adverse impact
Documentation of compliance with applicable stormwater regulations
Comparative table including previously collected home data, previous high-water levels (HWL),
and proposed high water levels
Detailed exhibits for each of the 13 protected properties illustrating grading improvements and
localized flood protection measures
10. Bid Assistance
Provide bid assistance and responses to RFI’s
11. Geotechnical services
The City will direct its contracted geotechnical engineer to perform soil borings at the direction of the
consultant selected and these borings will be made available for the design
