(4) Description:

(i) The proposed non-competitive contract action is intended to be a sole source purchase of a handheld XRF from Evident Scientific, Inc. analyzer with rhodium (Rh) anode, 50 kV X-ray tube and large area silicon drift detector designed for the quantification of lead, arsenic, and other contaminants in solid matrices including, but not limited to, soil, house dust, and commercial materials. The workstation, two modes, and check standard are required to perform high priority lead research in support of EPA OLEM, Regional offices, and the Federal Lead Action Plan.

The system includes a specialized detector, X-ray source, alloy check standard, a GeoChem method and a Lead Paint method that allows for the quantification of over 25 elements in soils, paint, and other environmental or commercial samples. Additionally, this specific design and model provided by Evident Scientific, Inc will provide limits of detection needed for high-priority lead research in soils and other matrices with interferents.

(ii) The requested purchase order is intended to be executed utilizing Quote Q-00233895-V4 with an expiration date of October 14, 2026. The Agency anticipates issuing the purchase order on or about September 30, 2026.

(vi) NO SOLICITATION IS AVAILABLE. This notice is not a request for competitive quotes. However, pursuant to Subpart 5.101(c)(4)(vi), all responsible sources may submit a capability statement which shall be considered by the Agency. Capability statements must be received within the time set forth in this announcement to be considered by the Government. Each response should include the following Business Information:

Pursuant to the authority granted by 41 U.S.C. 3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR Subpart 6.103-1., the U.S. Environmental Protection Agency (EPA), Office of Chief Procurement Officer (OCPO), Land, Enforcement, and Air Division (LEAD) intends to issue a sole source Purchase Order in the estimated value of $46,112.00

While there are other companies who can manufacture a handheld XRF model, this specific instrument provided by Evident Scientific, LLC can reach limits of detection (LOD) that uniquely allow for the assessment of both environmental samples and contaminant bioavailability samples that would otherwise not be possible. The two proprietary methods for this handheld XRF model will enable OSEM and OASES scientists to assess total concentrations at Superfund sites and/or RCRA action facilities while also developing field portable methods for conducting lead and arsenic bioaccessibility, key metrics for in situ soil remediation method development. Additionally, these methods will uniquely allow for the evaluation of contaminants at residential properties that are impacted by legacy or active lead-based paint. The ability to analyze for lead and more than 25 other elements provide versatility for current high-priority lead research and future high-priority research investigating other inorganic contaminants.
