THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to fulfill a potential requirement for a R-2508 Microwave Replacement Project, Ridgecrest, CA. This Sources Sought notice is being issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Request for Proposal (RFP) or a promise to issue an RFQ, or RFP in the future. No formal solicitation for this work exists currently. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work.



The NAICS code is 237130 Power and Communication Line and Related Structures Construction with a small business size of $45.0 million. The purpose of this notice is to conduct market research and obtain information from qualified businesses.



This is NOT request for proposals, bids, or quotes. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement.



The contractor shall have prior work experience on similar projects and shall provide references from past projects of comparable nature. For all tower work, the contractor shall ensure the presence of at least one certified tower climber and one certified rescue climber. The contractor shall provide certificates of training for tower climbing and safety upon request. If electrical work is required, the contractor must hold all necessary licenses in accordance with the requirements of the local authority having jurisdiction and shall provide copies upon request. A minimum of one individual certified in CPR and first aid shall be present onsite at all times. Additionally, the contractor must demonstrate experience with microwave, RF, and long- and short-haul communications equipment, including associated installation techniques. Experience in tower antenna and cable installation, communication rack buildout, and grounding, bonding, and lightning protection practices in accordance with FAA standards is also required.

All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to James Love, Contract Officer, by email at james.love@faa.gov NO LATER THAN June 10, 2025 at 3:00PM EDT. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
