Dalton Wastewater Treatment Plant Upgrade - Contracts 2, 3, and 4

Project Description: Dalton Sewer Authority (Owner) is requesting Bids for the construction of the following Project:
WASTEWATER TREATMENT PLANT UPGRADE
CONTRACT 2 – STRUCTURAL/ MECHANICAL
CONTRACT 3 – ELECTRICAL
CONTRACT 4 – HVAC
Contract Nos. 2, 3 and 4 consists of work to construct a new influent triplex pumping station, new packaged wastewater treatment plant, new tertiary building with copper filters and UV disinfection, new blowers, new 100,000 gal. surge tank, new surge pumping station, new surge support building, new chemical feed system, new metering chamber, new post aeration tanks, new emergency generator, site grading and drainage improvements, piping, fittings, valves, manholes, electrical, instrumentation and controls, and HVAC work.
Bids will be received online via the PennBid Program and all documents and solicitation details are available at no cost at https://pennbid.procureware.com. Documents will be available on or after Monday February 16, 2026 and a pre-bid meeting will be held on Thursday, February 26, 2026 at 10:00 AM at the Dalton Sewer Authority’s Wastewater Treatment Plant – 2074 North Turnpike Road, La Plume, PA 18440. To arrange a site visit, prospective Bidders may contact the facility operator, Ned Graham, via email @ egraham355@aol.com. The last day for questions regarding the project or to make a site visit is Wednesday, April 10, 2026. Bids are due on Thursday, April 16, 2026 at 11:00 AM Eastern time on-line thru PennBid.
A Bid Bond drawn to the order of the Dalton Sewer Authority in the amount equal to ten percent (10%) of the amount of the bid must be submitted with the proposal as bid security.
This project is financed in part by a Commonwealth of Pennsylvania Commonwealth Financing Authority Covid-19 ARPA H2O grant and grant/loan under the administration of the Commonwealth of Pennsylvania -Pennsylvania Infrastructure Investment Authority – PennVEST.
This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Order 11625, 12138, and 12432 and EPA Regulations at CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
Davis Bacon Wage rates, American Iron and Steel Act, Buy America Build America (BABA), Equal Opportunity Clause (41 CFR 60-1.4(b), and Nondiscrimination/Sexual Harassment requirements also apply to this project. A contract will not be awarded to any firm that is suspended or de-barred by the Commonwealth of Pennsylvania or the federal government.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
