Notice of Intent to Award a Noncompetitive, Negotiated Contract for the Purchase of Fifteen (15) Original Equipment Manufacturer (OEM) Wiring Harnesses Supplied by Cummins Sales and Service

Project Description: The Sonoma-Marin Area Rail Transit District (SMART) is a Government Transportation Special District within the State of California that owns, maintains, and operates passenger rail service and freight rail service in Sonoma County and Marin County within the State of California. SMART is issuing this Notice of Intent to award a non-competitive, negotiated purchase order to Cummins Sales and Service for the purchase of 15 original equipment manufacturer (OEM) wiring harness assemblies. The wiring harness assemblies interface between the diesel propulsion module and the Cummins diesel engine installed on SMART's Nippon Sharyo diesel multiple unit passenger rail vehicles. The required parts are special order parts and it is SMART’s understanding that Cummins Sales and Service is the only authorized provider and/or dealer able to provide these parts. The total estimated value of this purchase is $19,462.29.
If upon review of this Notice, vendors or suppliers determine that they can legally supply these parts to SMART, SMART requests that those vendors or suppliers submit a response to this Notice of Intent. Any responses received shall be considered solely for the purpose of determining whether to conduct a competitive procurement rather than proceeding with this sole-source negotiated contract. This notice is not a request for competitive bids or proposals. Responses received will not be considered as bids, quotes, or proposals.
The deadline to submit a response to this Notice of Intent is 9/10/2026 by 2:00 p.m. (Pacific).
