OTSEGO PRESSURE VESSEL SYSTEM PROCUREMENT

CITY OF OTSEGO, MINNESOTA

RECEIPT AND OPENING OF BIDS: NOTICE IS HEREBY GIVEN that the City of Otsego, Minnesota will receive Bids electronically at the QuestCDN.com bidding site until May 12, 2026 at the hour of 2:00 p.m. CT for the purpose of Goods and Services related to the procurement of a complete pressure vessel system, together with incidental items, for said City, as is more fully described and set forth in the Plans and Specifications, at which time the bids will be opened and publicly read online via Microsoft Teams. DESCRIPTION OF WORK: Furnishing a pressure vessel system that will be incorporated into the Otsego Wellhouse No. 3 Water Treatment Plant (WTP) Project. The System includes the following components:

1. Two (2) double cell, dual-media steel pressure filters and associated piping, isolation valves with manual and electric actuators, air wash blower package, support gravel and filtration media, pressure gauges, sample ports, air relief valves, and pressure relief valves as shown on the Drawings and as included within the Specifications.

2. The System does not include:

a. Water treatment plant building construction and regulatory or building permits.

b. Piping or valves beyond the limits of Seller’s scope of supply.

c. System unloading, on-site storage, and field installation.

d. Concrete pads and anchorage materials and equipment required for System installation.

e. Site work and underground utilities required for the WTP Project.

f. Mechanical construction related to the WTP Project.

g. Electrical and Instrumentation and Controls construction related to the WTP Project.

h. Any other items not specifically identified by the Contract Documents.

3. Seller shall be responsible for fabrication, off-site storage, and delivery of the System to the WTP Project Site and applicable fees, insurance, and other charges. Seller shall be responsible for coordinating delivery of the System to the WTP Project Site to align with the WTP Project construction schedule and ensure that appropriate equipment and arrangements are in place for receipt of the System.

MANDATORY PRE-BID CONFERENCE: A mandatory Pre-Bid Conference will NOT be held for all prospective Bidders .

Each set of Bidding Documents will include the Project Manual and one (1) complete set of 11x17 inch Drawings. All costs associated with preparation of Bids shall be borne by the Bidder. All costs for either digital or paper copies of the Bidding Documents are NON-REFUNDABLE.

All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the designated website or Issuing Office.

BIDDING REQUIREMENTS: Each Bid shall be accompanied by a Bidder’s Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the City of Otsego, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract as indicated in the Bidding Documents. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. Subject to the Bidding Documents and Owner discretion, no Bid will be read or considered which does not fully comply with the above provisions as to bond and license.

FUNDING REQUIREMENTS: Bidders are required to comply with all applicable funding agency requirements as outlined in Section 00 73 40 – Funding Agency Requirements, including Build America, Buy America (BABA), American Iron and Steel (AIS), federal and state prevailing wage rules, Disadvantaged Business Enterprise (DBE) participation, civil rights, and other applicable federal or state laws and regulations. Bidders on this Work must also comply with federal labor and nondiscrimination requirements, including 40 CFR 35.3145(d) and the President’s Executive Order 11246, as amended. Bidders, Contractors, Subcontractors, Suppliers, and Manufacturers are responsible for reviewing and adhering to all requirements for compliance detailed in the project specifications and associated Contract Packet.

SUBSTITUTE AND “OR-EQUAL” (OR”PRIOR APPROVED EQUIVALENT”) ITEMS: Bidders shall submit a qualification package no later that fifteen (15) calendar days after the advertisement or invitation to bid is first issued for each proposed "Prior Approved Equivalent" manufacturer or supplier not already listed as an acceptable or approved “manufacturer” or “suppler” in the specifications, which the Bidder proposes to furnish. Failure to furnish the qualifications package per the above timeline requirements shall be cause for rejection of a proposed alternate item for us on this Project.

OWNER’S RIGHTS RESERVED: The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed sixty (60) calendar days after the date of Bid opening.
