WELLHOUSE NO. 3 WATER TREATMENT PLANT PROJECT

CITY OF OTSEGO, MINNESOTA

RECEIPT AND OPENING OF BIDS: NOTICE IS HEREBY GIVEN that the City of Otsego, Minnesota will receive Bids electronically at the QuestCDN.com bidding site until May 19, 2026 at the hour of 2:00 p.m. CT for the purpose of furnishing all materials, labor, equipment and skill required for the construction of the City Of Otsego Wellhouse No. 3 Water Treatment Plant project and incidental items, for said City, as is more fully described and set forth in the Plans and Specifications for the City Of Otsego Wellhouse No. 3 Water Treatment Plant project, at which time the bids will be opened and publicly read online via Microsoft Teams. DESCRIPTION OF WORK: The Contractor shall furnish all labor, materials, tools, and equipment and perform all Work necessary to construct a complete and operational 3,000 gallon per minute (gpm) iron, manganese, and radium removal water treatment plant (WTP), as specified and indicated in the Contract Documents, including the following major components:

1. Water Treatment Plant: Construction of a new 6,000-square-foot iron, manganese, and radium removal facility housing two (2) steel pressure filters, four (4) chemical storage rooms, a spare chemical room, a mechanical room, and an electrical room.

2. Treatment System Improvements: Installation of two (2) double-cell, dual-media pressure filters with associated piping, air wash blower, process piping and valves, and chemical feed systems including sodium hypochlorite, fluoride, phosphate, and HMO, along with a backwash reclamation system.

3. Backwash Reclamation System: Construction of two (2) 108,000-gallon backwash reclamation tanks, including reclaim pumps, sludge-to-sanitary pumps, and all associated process piping, fittings, valves, and spray wash systems for each basin.

4. Mechanical Work: Installation of HVAC systems, ductwork, water-source heating, water heaters, dehumidification, domestic plumbing, sanitary systems, and related mechanical appurtenances.

5. Electrical Work: Complete electrical construction for the treatment plant and adjacent well, including power distribution, variable frequency drives, high and low voltage systems, standby generator and switchboard, lighting, control wiring, control panels, and cellular telemetry. Local control system programming is to be completed by City’s control programmer.

6. Site Work: All work outside the building footprint, including site utilities, grading, driveways and paving, stormwater pond construction, and associated site improvements. Raw and finished water piping at the Wellhouse No. 3 site as well as the WTP site will require coordination and tying into transmission main work being completed by others.

7. Wellhouse No. 3 Modifications: Demolition of existing chemical feed rooms and equipment, and modification of process piping and valves to convey combined raw water to a connection point at the site boundary.

8. Miscellaneous Work: Additional improvements as indicated in the Contract Documents.

9. Owner-Furnished Equipment:

a. The City of Otsego has competitively bid and plans to enter into a contract with a seller for the procurement of the pressure vessel system.

b. Certain major process equipment, including the pressure filters, blower, and associated components, will be furnished by the Owner. Contractor shall be responsible for coordination, receipt, unloading, storage, protection, installation, and integration of all Owner-furnished equipment into the Work.

c. Contractor shall coordinate delivery with the Owner and ensure the site is prepared to receive equipment. Upon delivery, Contractor shall inspect equipment for visible damage and completeness and promptly notify the Owner and Engineer of any discrepancies.

d. From the time of delivery until final installation, Contractor shall be responsible for handling, storage, and protection of Owner-furnished equipment in accordance with Manufacturer’s written requirements, including any extended storage provisions necessary to maintain warranty coverage.

e. Contractor shall install Owner-furnished equipment in accordance with the Contract Documents and Manufacturer’s written instructions and shall be responsible for damage resulting from improper handling, storage, or installation. Contractor shall coordinate with Manufacturer’s representatives as required to ensure proper installation and preservation of applicable warranties.

MANDATORY PRE-BID CONFERENCE: A mandatory Pre-Bid Conference will be held online for all prospective Bidders on May 7, 2026, at 3:00 PM local time, at which time the Owner’s Representative, prospective Bidders, and Subcontractors will review and discuss the Project. A link to access the conference will be provided to all plan holders prior to the meeting. Attendance is required for all prospective Bidders submitting a Bid, and the Owner reserves the right to reject the Bid of any prospective Bidder that does not attend.

MINIMUM BIDDER QUALIFICATIONS: Bidders shall meet the minimum qualifications as specified in Specification Section 00 45 13 – Bidder Qualification Form of the Project Documents.

BIDDING REQUIREMENTS: Bids shall be submitted online by the date and time indicated in this advertisement. Each Bid shall include a Bidder’s Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the City of Otsego, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract as indicated in the Bidding Documents. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Section 00 43 29 of the project documents. No Bid will be considered unless it fully complies with the Bond, license, and certification requirements.

FUNDING REQUIREMENTS: Bidders are required to comply with all applicable funding agency requirements as outlined in Section 00 73 40 – Funding Agency Requirements, including Build America, Buy America (BABA), American Iron and Steel (AIS), federal and state prevailing wage rules, Disadvantaged Business Enterprise (DBE) participation, civil rights, and other applicable federal or state laws and regulations. Bidders on this Work must also comply with federal labor and nondiscrimination requirements, including 40 CFR 35.3145(d) and the President’s Executive Order 11246, as amended. Bidders, Contractors, Subcontractors, Suppliers, and Manufacturers are responsible for reviewing and adhering to all requirements for compliance detailed in the project specifications and associated Contract Packet.

SUBSTITUTE AND “OR-EQUAL” (OR”PRIOR APPROVED EQUIVALENT”) ITEMS: Bidders shall submit a qualification package at least fourteen (14) calendar days prior to the date of receipt of Bids for each proposed "Prior Approved Equivalent" manufacturer or supplier not already listed as an acceptable or approved “manufacturer” or “suppler” in the specifications, which the Bidder proposes to furnish. Refer to Specification Section 00 26 00 – Procurement Substitution Procedures for the required procedures for proposing substitute items by manufacturers or suppliers not listed in the specifications. Failure to furnish the qualifications package as outlined in Specification Section 00 26 00 – Procurement Substitution Procedures per the above timeline requirements shall be cause for rejection of a proposed alternate item for us on this Project.

OWNER’S RIGHTS RESERVED: The Owner reserves the right to reject any or all Bids, waive any

irregularities or informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed sixty (60) calendar days after the date of Bid opening. No Bidder may withdraw their bid for a period of sixty (60) days after the bid opening.
