REQUEST FOR PROPOSALS (RFP) FOR THE PURCHASE OF TOWN OWNED PROPERTY
Respondents to this Request for Proposal (RFP) shall submit completed proposals in a sealed envelope, clearly marked with “The Purchase of Town Owned Property” and the name of the firm submitting the proposal. Three (3) copies of the proposal must be submitted by 4:00 p.m. EST on Friday, November 7, 2025, to the following address:

The Town of Surfside Beach, SC reserves the right to reject any and all proposals and to waive any informality in proposals received.

Intent
The Town of Surfside Beach, SC is accepting sealed proposals from persons/firms interested in purchasing Town owned property located on a wooded, undeveloped lot on Sandy Lane.
The Town of Surfside Beach, SC intends to enter into a Land Purchase Agreement with one Offeror for the sale of Town owned property located on Sandy Lane, undeveloped, wooded property at Horry County PIN 4610104085. Responses to this RFP will be used to determine interest by Offerors to purchase the property as identified. It is anticipated that a purchase agreement will be negotiated and executed between the Town and the person/firm whose proposal is determined to be in the best interest of the Town. The sale of the property is subject to approval by (Ordinance 1st & 2nd Reading) the Town Council.

The Town purchased the property in December 2021 to expand Town Hall but is no longer being considered by the Town Council.

The Town of Surfside Beach makes no representations or warranties with respect to the condition of the property or its value. All research responsibilities are that of the Buyer prior to purchasing. At closing, Buyer shall be deemed to have accepted property “AS-IS” in its existing condition. Buyer knowledges that it is relying solely upon the results of inspections to satisfy itself as to the physical condition of the property. Seller makes no representations or warranties with respect to the condition of the property, the zoning, the ability of Buyer to use the property as intended, or marketability of the title.
Conditions Governing Sale of Property
> An appraisal was conducted by the Town on May 12, 2025, and the opinion of value was established at $195,000.
>The seller will convey the property by quitclaim deed and will pay the cost of drafting the deed.
>The Buyer will pay for all escrow, closing, recording costs, any transfer taxes, the cost of having title to property examined, the cost of any insurance purchased, the costs of Buyer’s inspections, the fees for Buyer’s attorney, and related costs.
Proposals are due on the date outlined in the proposal schedule. Late submissions or delivery via facsimile will not be considered.
The Town reserves the right to reject any and all proposals, to waive technicalities or formalities, and accept any proposal deemed to be in the best interest of the Town.
