Summary

The County of Orange, County Executive Office - CPO (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for The County of Orange (County) is seeking to establish a Regional Cooperative Agreement (RCA) for the provision of Commercial Card Services. The intent is to implement a Countywide program that offers Purchase Cards, Travel Cards, One Cards (Integrated), Declining Balance Cards, Virtual Cards, Emergency Cards, and Electronic Payables. A separate agreement may be established for Fleet Card Services. The awarded Contractor(s) shall offer rebate/incentive structures based on total spend and payment performance. . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.

The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal .

This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Friday, August 29, 2025 , before 2:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation.

Background

The County of Orange is comprised of 22 departments and over 18,000 employees located throughout the County. These departments serve the public in areas such as public safety, health, environmental protection, social services, and regional planning. This contract will support the implementation and administration of Commercial Card Services, including Procurement Cards (P-Cards), Travel Cards, One Cards, and Virtual Accounts Payable Card solutions. The contract may be used by the County and any Participating Governmental Entities.
