UNEMPLOYMENT INSURANCE ACTUARIAL AND CONSULTING SERVICES

The County of Orange, County Executive Office - CPO (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for UNEMPLOYMENT INSURANCE ACTUARIAL AND CONSULTING SERVICES . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.

The County of Orange is self-funded for Unemployment Benefits and does not participate in the state tax-rated unemployment pool. Instead, it pays its claims dollar-for-dollar directly to the Employment Development Department (EDD). Human Resource Services/Employee Benefits is responsible for ensuring that the County of Orange maintains a proper reserve balance for the Unemployment Internal Service Fund (ISF) 291. This requires estimating future unemployment liabilities, financial modeling and scenario-based projections.

Human Resource Services/Employee Benefits wishes to enter into a contract with a consultant to provide the Actuarial and Consulting Services outlined below. Contractor’s responsibilities shall be to analyze the County’s Unemployment Internal Service Fund (ISF), ISF 291, including its funding sources and uses, to determine if it is adequately funded and to recommend appropriate funding levels for upcoming fiscal years.

The propose schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
